You re completely off. WG created a shiit called CV rework, noticed the income drop because of it, and took action: created another shiit rework, a money-grabing one this time, called captain skills rework.

You re completely out of it. Before rework, CVs avoided some cruisers like plague, US or UK cruisers, even US BBs. After rework, CVs could shitt on any ship. There are no more good AA ships.

The germans have better secondaries, so I could say PEF is the best tier 6 BBs for scenarios, but its premium.. From the regular ones I can say Normandie is better than Bayern for scenarios, both have the same range on secondaries, but Bayern has better secondaries, and Normandie has better speed and more main guns. I could say Normandie is one of the best regular BBs for scenarios, if not the best one.
