CVs have not been overnerfed, they are still better than CCs and DDs. When they are worse than DDs, then they have been over nerfed.

It appears after you complete a mission. As far as I know, for a lvl 1 skill you need 1 point, for a lvl 2 you need 2 points, for a lvl 3 you need 3 points and for a lvl 4 you need 4 points. So its 10 points so far, and you still have 3 available points.

Kill 13 ships in a battle and win the chance to buy any bundled ship with port slot only.

My WoWs experience will be useful in staying away from bundled whores. ))
