Complicate question. Depends. Ships with torpedo bulks have more torpedo protection in the center, ships without torpedo bulks do not. In the same time a torpedo does maximum damage when is perpendicular on the ship axis. So it is better to take it on an angled path, and on the center if the ship has torpedo bulks. Also a ship has HP compartments and if the HP of a compartment is zero, taking it on that compartment will do zero damage.

I played it on the test server and the firing arc was much better than Cleve s.

50% for the ones with numbers: for example, Basics of Survivability, -15% to time of repair, fire extinguishing and recovery for flooding, becomes -7.5%. The ones with no numbers, for example Situation Awareness, is simply not working during retraining.
