No, I have Bretagne and Lyon, so tier 5 and 7, without the tier 6 Normandie. You can get directly only the tier 8 RIchelieu without tiers 5,6 and 7. -

I don t think there is an order, just RNG. I got Bretagne which I did not want, then Lyon which I wanted. Hope I ll get Richelieu too, don t care for Normandie. -
