What you say is true, before the end of the war in 1945, all the countries from South America declared war against Germany. New ships will be added, better dont use the coal for signals. -
If it can use both Hydro and Radar, it will be the best tier 10 "cruiser". Probably in the next Clan battles all the cruisers spots will be taken by Stalingrad. It may even take the BB spot, because it is harder to get torped with hydro.

Best way to lose. Bad accuracy at 20 km, combined with lack of tanking damage for the team. All the damage will be taken by DDs and cruisers then, and not much HP there. After they die, enemy will come for you.

Same idea, is the only PanAm ship so far, grinding XP in Boise is not the same, with 60 US ships available. More like history mechanics, during the time of any operations, Nueve was still Boise, being able to play Boise but not Nueve is strange. Except you can play both Nurnberg AND Makarov in operations.
