Captain’s Holiday Tree—Collect All the Gifts!

Makes no sense. How are the missions activated and tracked? I click the ornament (after looking for the tree in the interface for 5 minutes) which tells me what the objective is. And then what? No mission appears and no reward is given (that I can see) even after completing the task.
