Do you know if all your cores are parked or unparked? If you don't know what i am talking about, check this info: http://www.coderbag.com/programming-c/disable-cpu-core-parking-utility Try to "unpark" the cores and test if this results in a better "usage" of your cores.

Did you check/test if restarting the game does the trick? If that also does not work, you will have to wait for Wargaming Support to reply on your Ticket.
