My ping is usually between 20-35ms. (500/500 fibre) -
And you are reported. Who deserves a ban? The AFK player (who probably lost his connection) or you with your unwelcome/troll comment? I know the answer..

WG does do this There is no clear answer for your question, since Wargaming does offer these "conversion discounts" at/on random times. -

I guess you mean 1 Tier X ship instead of many? Your account page says the Shimakaze is your only Tier X ship. correct me if i am wrong -

Try this. 1. Start World of Warships 2. Open Taskmanager 3. Find the WoWs Process 4. Right-click the WoWs Process 5. Click on Affinity 6. Uncheck the 0 core (read: disable the 0 core for World of Warships) 7. Test if this improves performance (heavily depends on if your CPU can handle it) NOTE: This is all done @ your own risk

Some people disable the 1st core (core 0), it seems to improve performance on some systems, this because this "0 core" is also the main core Windows is using for all other "non-multi core" programs. Disabling this core for WoWs, means your CPU is not overloading this "0 core" when playing WoWs in combination with the usual background Windows Services/Processes.
