Both of these can be largely negated. Concealment by stealth builds and radars, and citadels by angling (from the videos, a bow-on Moskva is almost indestructible if you count the HP and the OP heal). Meanwhile, her strengths are numerous and cannot be countered. She combines the best traits of all the other 3 cruisers, the good HE of the IJN, the amazing velocity and turret traverse of the Germans, and the high RoF of the USN. The ship eats DDs like breakfast, can counter any CA it wants (the best the other cruiser can do is stay stealthy and not engage, but this is a loss for them anyway) and despite what you might think, she fairs rather well against BBs. Even if your broadside was caught and got hit by a couple of citadels, then you'll still survive rather than being destroyed if you were in another cruiser. Against carriers? you still have the AA ability and decent AA. Let's look at the Zao, the best tier 10 cruiser. Her best true strength is stealth. Her other strengths include torps and those highly risky and situational, and good guns, but unlike Moskva, have weaknesses of their own like RoF and turret traverse. I feel like Moskva should lose something. Maybe they should remove her sonar/defensive fire consumable, or remove the stealth module from the ship. I also think the turn radius is way too small for a cruiser that big. -

+1 So many of the game problems, like overperforming premiums and overpriced bundles could have been avoided if the community itself didn't encourage it. -

Thing is.. both manual AA and AFT work on secondary battery that are much easier to lose as the game goes on. Personally, I think it's better to invest on skills that gives you the most benefit. Demo expert works on your main guns and you have 12 of them, and will be using them the entire match. Manual AA will only work on your 6 DP turrets and they are prone to be lost if they get hit. The skill is mostly useful early game. AFT is slightly more useful since it works on all your AA guns, not just the DP guns. -
True. Stats still show it as being the worst tier 5 ship.

You can try fighters mod but you will never be equal with any US fighter, not Bogue at least. However, think about a situation where you're matched against another Zuihou, having any extra edge on his fighters would win you air superiority over him. If you don't like destroyers sneaking up on you and chase you, then service time mod isn't a bad choice.

Don't insult the stats god, RNGesus! That's right.. the devs love statistics so much they worship it. Honestly, if not adding radar to IJN CVs would make them balanced them I'm ok with it. Maybe they will reconsider the Zao nerf and maybe Mogami will get her turrets buffed again.

Sonar is getting buffed for all ships next patch as well, both in detection range and duration. The higher the tier, the bigger the buff.

If they add it to a CV subclass then that means it won't be a premium. Still, I don't know why they said a CV class, she's a cruiser with scout capabilities. In fact, I wish they implement scout planes for IJN cruisers to scout DDs as opposed to Radar for the USN, and Tone would be the best cruiser for that.

I'd rather a fun Tone at tier 7 with 4 RPM than a boring Tone at tier 6 with 3 RPM. The stats we know for Tone really puts her at tier 7 perfectly, and she would have been tier 8 material if devs gave her a gimmick for her float planes.

I'm not sure, but I think the devs are experimenting with something here. It's not just Zara that now can equip seaplane fighters, and devs did say there will be more coming up. I think they are setting up for a new mechanic for the next event, where those seaplane fighters will be useful.

I actually made a suggestion thread about that long time ago. As for Aoba, still she's not doing much damage to justify a RoF nerf, even if it's unhistorical. If they wanted to make her RoF historical, then she can't be a tier 6. Look at Furutaka, even with the buffs she's still the worst tier 5 cruiser (more like worst tier 5 ship) according to stats. WG said they're thinking of making Tone at tier 6.. but then you have a ship with 38k HP, 15.7k (?) range and AA of a tier 8 cruiser, 6 torp broadside, not to mention 175mm of citadel armor which would make her very difficult for the light cruisers she would face. That means Tone will have to be nerfed to fit tier 6 and now we have the Cleveland issue all over again, and we just replaced an overbuffed Aoba for an overnerfed Tone.

I think Aoba is overbuffed to match tier 6, not to match Cleveland. There's no IJN cruiser that fits that tier, just as there wasn't a USN cruiser for it too. If you nerf Aoba o her historical stats, then she will be a tier 5 material. 6 guns with 3-4 RPM doesn't cut it at tier 6.

I don't think RoF buff alone would justify a tier up. Also, Aoba is just as OP bow on as Cleveland is (if you really want to call that OP). Tier 6 cruisers are the most balanced cruisers in the game compared to each other and to their tier (excluding Cleveland's AA) and all 3 are pretty popular too. I really don't wish to break that nice balance for once. Edit: and yeah, I really wish if my thread wouldn't be locked-down please!

Man, devs sure like to kill the fun out of their game. There's slow turret rotation, and there's 51.4 seconds slow turret rotation. It doesn't have to be that high to be slow you know. Again, balancing by stats only is why it is a big mistake.

That will encourage botting and AFKs.. The better option is to introduce missions that you have to play CVs in to clear. The rewards are some flags and other nice stuff, as well as a special medal. If you earn that medal, then you're allowed to buy the premium CVs. If you don't want the premium CV, then the rewards should be nice enough.
