In some streams they showed their statisics and they are able to see how good and bad players perform. So I would assume, that they decide on all data they get, and not only on one perspective. Otherwise it would be pointless to generate such data. But as long we don't have any statement about that, we can only assume and not know.

DDs can beat everything, also cruisers, same with cruisers, they can kill quite effective BBs. Guess it's too simple to say "it's a rock paper scissor system" It's a team game, where the combination of different ship types matters, and thus grouping helps against CVs. Otherwise you could try some matches with even skilled CVs. One Team does two big groups, the others go around with isolated targets. Then look at the results of the two CVs, who will perform better ;) -
More interesting, old Midway did more than Stalin, while new Midway does way less :)

The point is, there are ships, who can't go melee brawl, they need 15-18km distance. Thus with borders too close at the caps, those ships have always turn around and retreat, istead of going for a flanking position. -

Would like enlarged maps, ~2 or 4 km more to the border and also collision on the border like on islands -
It's also easier to flame a clan tag, than single complex names

how can I evade rockets and bombs?

Head on is still a good advice for two reasons: 1. Most rockets still go to the side off and will miss, a diagonal target or broadside often gives more area to hit because of the superstructure. 2.With AA off and moving towards rocket planes makes aiming harder, because there is less time to aim at the DD, sometimes rocket planes won't be ready for drop the rockets and they will over shoot. Another technique is feinting. When a DD has AA off, rocket planes often have to start the attack earlier towards last-known position. So if you move diagonal left to the Attack airplanes, you can activate and deactiave your AA in a second, then you turn diagonal right and some CVs get feinted and they approach towards a wrong direction Doesn't work always, and only recommendend, when there are some AA ships around, who will destroy the rest of the squadron, before it can strike again -

And then the DD goes for the cap, when the CV is kept busy, and wins the game. The influence might be higher than in other ship types, but lower than RTS. Alone the spotting with multiple squads and worse concealment against air + torpedo spotting made it terrible for DDs. I don't know how people could forget that, guess RTS CVs were just too rare.

They would have to develop and implement that, and I guess WG won't spent any resources for that

This might be a smart idea for you, but what if people don't like DDs and what an option to remove those? :-| Or if someone likes CVs, but not SS, or SS and not CVs? I don't like the current version of Subs, because they play like modern subs, not like snd WW, but still I will play same. Though I hope they rework them -
They need long time to change something, but they did some huge buff patches. Some IJN got buffed there quite well (Izumo, cruisers, Kii)

guess you could also do fine with Bismarck? The BBs with torpedos are strong in 1vs1 especially against other BBs wihtout torps. But we cant start to balance that, we can't go for 1vs1 balance ^^

No matter what type of mode you play, there will be always meta ships, with or without CVs, and if you pick non-meta ships, that lose against other ships, than you are in a disadvantage :) As I said, with Kii I had no issues, I won by points before they got 50% of my HP, so even if they would hit better, they would still lose.

I ranked out in 40 games, had 2 CVs, easy win :-/ I played as Kii, this ship is rarely a good pick, but in 1vs1 it was

Though that CV uses smae planes like Midway, no "new" planes :)

Can you proof that? The Beta was for testing, so they tested, that strong AA explosions are only good against worse players, while there is no punishment against strong players, thus it shifts to a more fair system, which also effects stronger players. Should be logically.

As I said, it is not supposed to be reliable. I would prefer manual aimed long range or manual aimed burst damage (That comes with sector switching), but for not that are "unreliable" AA explosion, which every player has to dodge and pay attention to. Even good players have to pay attention and get sometimes hit. If you make them reliable, then those become more and more like the cont. DPS, which we already have. Guess what, the cont. DPS was in Beta weaker and the explosions stronger, but since good players avoide explosions, the explosions become weaker and weaker, and the cont. Dps got increased.

insert any game mechanic of this game in front of that. This game has a lot of unreliable stuff, that is the game design in this game. The game design of AA explosion is not have reliable Flak damage. that would be insane op or it would become to another "DPS value" If you want reliable damage, you go with DPS value.. It'S really not supposed to be reliable xD

At some point there should be some skill applied. Or yo uwant that unicums and potatos perform same? Skill gaps are okay, as long it doesn't rely completly on one player, while 11 players are observes. I think the explosion mechanics is fine, without those you would have only dps and planes would always just fly straight towards. With those explosion they have to pay more attention and do actually something Also good players get hit by explosions now and then ;)

As I said, 1vs1 is not for balancing, because ship types are not balanced. Is Radar cruiser vs DD balanced? Is BB vs Cruiser balanced? 1vs1 is not balanced, because it still has some kind of rock, paper, scissor system. As I said, I ranked out in 40 games. 37 games in Kii. Kii is not known for being OP. But it does good in 1vs1 match ups, even against CVs. But is now the Kii OP; just because it performs well in 1vs1? Guess Kii needs nerfes or be taken out of the store ps.: The GZ is only having that high winrate because of the Secondaries. Secondaries are strong in such a match up, I went with IFHE on Kii and melted every cruiser and DD with that, free wins.
