I only have the New Orleans at T8 but don't use her, as CAs are fairly useless for ranked. So I use the Hatsuharu which is pretty effective with 10k torps and good stealth.

Like you I was thinking bottom of the list. Low damage would mean low XP in any case. However, I agree your suggestion, it would also stop botting.

I agree. Maybe there should be some qualification. For example, you have to win and do a minimum amount of damage?
