Have you had a different email account that you may have used? Most accounts are linked to an email address, & if you try to set up a new account on an email address with an existing account it won't let you. The other possibility is you created an account on a different server to the one you have tried to log onto.

Google International regulations for the prevention of collisions at sea, otherwise known as the rules of the road, but the basics are as follows:- A vessel astern must keep clear of a vessel ahead, Overtaking vessels must keep clear, 2 vessels approaching head on, both must alter course to starboard (right), vessel crossing another ones path, the vessel to starboard has right of way, or if you see a green nav light you have right of way, see a red one you don't. vessel not having right of should pass astern of the other vessel, Also although not relevant to the game, Power gives way to Sail. There are also variations on the above for vessels restricted by draft, there ability to manoeuvre, not under command etc. Avoiding actions should be carried out in good time & be large enough to be obvious from the other vessel. Also there is a duty for all vessels to do everything possible to avoid collisions with other vessels, no whining that 'he should of given way, kept clear', if you see someone isn't taking avoiding action then you must. That is the basics, the actual regs include rules for lights, & symbols to be carried by various types of craft depending on size, use, e.g. fishing, pilot, towing, etc.

Kicking a teamkiller and replacing it with a new player also won't work. The new player, who replaces the kicked one, will end up in a battle that is already ongoing, so he/she won't be a very effective asset for the team. I don't see why replacing a teamkiller with a new player wouldn't work, it is not hard to look at the map & see where you will be of the most use.
