Why display it then ?

With skills for my commander on a Battleship. I kan now choose between the skills : Defensive Fire, Repair Work, Smoke screen and situation awareness. My question is : Does Defensive Fire work on a battleship because the description sais that it works on cruisers with a dual action battery. But the Battleship also has dual action batteries.

I don't see the word "ONLY" in the discription So, why is this option available if it's not usable on a battleship ? They must only show the skills wich you can use on that particulair ship.
