    Correct, you have to own at least one ship from the shortlist to be able to get a reroll and win something outside the shortlist.

    This is true. WG advertises, that we have a chance to win one from 107 premium ships. What if I just buy one gift box and I didn't have any of the shortlisted ships. Then I have exactly zero chance to win most of the ships, that were advertised as prizes.

    I opened 20 Mega containers, I got Duca from a Mega container and Okhotnik from a Supercontainer, so it was a reroll I must have rolled Duca again, as I don't have anything else from the shortlist. I think it actually rigged. Did anyone get a ship, that's not on the shortlist and wasn't a reroll? WG told us nothing about a shortlist on the website. Proof:
