No, premium time will not be refunded. Confirmed by a WG employee.

There is a reply in this forum on page 9 of a thread called In Topic: Pre-Order Packages for World of Warships a WG employee states clearly that premium time bought before release will not be reset. As your results and any gains you made due to paying for premium will be reset it is clear that if there is a wipe between open beta and release all premium time you paid for is useless as you loose all the added value from it upon wipe. Save your money and use it after release. Or use it on something else for now.

I did not write an opinion. There is a reply in this forum on page 9 of a thread called In Topic: Pre-Order Packages for World of Warships a WG employee states this clearly. So you can have an opinion. But it is wrong and misleading to others as WG said the oposite. Thus again it is clear that if there is a wipe between open beta and release all premium time you paid for is useless as you loose all the added value from it upon wipe. So as WG staff confirmed that premium time will not be reset from OBT to release but they will reset the gains you made in OBT to release, it means that any premium time you paid for before release is completely wasted and you loose the money you paid. Completely stupid if you ask me... -
Bump, since I really want to know the answer to this too, as it directly influences whether I will use premium account in open beta or not...
