If the UK government tried to regulate video games, they'd mess it up and ban Atmosfear (if anyone else here is of an age to remember that) You can't trust an industry to regulate itself properly. I'm not against loot boxes in principle, but they do need some sort of controls in place.

I don't think it's unrealistic or unfair to say Belfast '43 is not as good as Belfast. However, enjoyment is not objective and there's always someone out there who will find a ship works for them. If OP is enjoying Belfast '43, then I'm not going to tell them they're wrong. Not every ship has to work for every player.

She gets a bad rep because she's not a simple ship and she doesn't fit neatly into a particular category, like a lot of things which aren't easily defined she got a bad reputation early on and that has hung around. She doesn't match the rest of the RN light cruiser tree, she's more like a bigger version of Dido (which is a bigger destroyer). She's not bad but not noticeably good and she can be prone to sudden death. If you can use short burst smokes, they are a very strong tool to have available and give some good tactical options. The main thing about short burst smokes in a cruiser, is that even if your smoke discipline is poor, you aren't sitting still long enough to attract the torpedoes you normally get. OG Belfast, someone once tried to tell me I wouldn't enjoy her as she's not as good as people believe. He was wrong (IMO at least) but I like light cruisers. I don't like her for operations though, not having a heal is a major drawback in Ops when you have no armour. She is a silly ship in so many ways (so is Kutuzov), you don't need to be good to get decent scores as you can smoke up and rain HE on things. When you are good though, she is a monster and she's one of a few ships I don't seriously mind being downtiered in.

I've got commanders on every ship in my port, I might only play some of them a few times a year, but even those have a 10 point captain on them when they're tier V or higher. It doesn't happen often, but sometimes I just feel like playing Colorado or Hawkins for some reason.

It's not for the armoury captains, if you go to recruit a new "normal" captain, the option is there.

Have you met the player base? They'd be even more upset over a grey booster than getting nothing

Agincourt and Rio have different secondaries, which could be where OP's experience is falling down. If I was playing co-op then I'd rather be in Agincourt than Rio for sure.

Randoms or Co-op? Because co-op in a slow, low tier early dreadnought is going to be painful, unfortunately that's the nature of the game mode, it's not suited to slow ships. In randoms she's better, not my cup of tea but she does a job. She's got the highest broadside weight at her tier joint with Agincourt on AP and better HE shells, the range isn't great but you're throwing out a lot of shells. Very different to Agincourt as her secondaries are not the same. Stick to medium ranges and launch walls of shells at people instead.

I think I will forever and always say Atago when someone asks about a premium ship. There aren't really any I'd call hidden OP right now, Cossack is very good if you like destroyer gameplay. Otherwise, I like Mainz, Perth, De Grasse. Maybe Scharnhorst if I'm stretching to BBs, but they aren't my usual thing.

I play because I still have more games that I enjoy than games I don't. Some of the temporary modes are fun, some aren't. But I don't have to like every single mode, ship or whatever they add to the game.

Specifically a light cruiser? De Grasse (t6) is IMO a very good choice, go fast shoot stuff with HE. Boise and Perth are also very good choices but struggle a bit with their gun range. Perth gets crawling smoke which keeps you a bit safer and a spotter to help with range. Boise hits hard and has a very nice heal. Murmansk and Marblehead (and Omaha) are effectively the same thing at tier 5 and very prone to explodey death. If you're feeling confident, Mainz is a very good light cruiser at t8. Or Munchen at tier 7 (better than Weimar IMO). As an alternative, I'd also suggest Atago, not a light cruiser but is a solid all round premium ship choice.

I used the 25% and the 20% because I had dubs and ships I wanted to get. Now I have no dubs and no ships I want.

If it doesn't seem like a good idea to you then I guess it's not aimed at you. If WG are going to offer a T8 tech tree ship and a camo for 12k dubs and people pay it, then it's not WG doing stupid things. I can sort of see how someone might go for it, converting free xp for Tallinn (from 0) would cost ~10k dubs, plus another 3k for a perma camo and you've "saved" 1k dubs plus gained a 6 point captain and a port slot and some expendable camo. Still not a good deal IMO, but someone, somewhere will buy it. Stuff like this means other people can play for free, if they didn't do it then we'd all have to pay to play at all.

You won't get the mission unless you got both ships during the Black Friday event. I got Kaga B from BF and the regular one from a Santa crate. No mission for me, when I asked support... ***** You will obtain a special combat mission if you meet either of the following conditions from the beginning of the Black Friday 2021. That is, if you got black ships before, you don't get these missions. ***** So, no mission for getting Kaga now.
