In my experience most people on the line have sailed into accidental because they weren't watching where they were going. I've only seen a couple of examples of people actively exploiting it. I did this yesterday, wasn't watching where I was going, zoomed in and shooting and it was only when some guy started crying in chat that I was a glitch abuser and that everyone should report me that I noticed I was on it. Wasn't there for more then 30 seconds. Also in my experience I don't seem to have any problems hitting people doing it either, you have to adjust your aim somewhat but it's not a massive problem.

BBs don't really get good until T5, Kongo and New York are great ships, T3 and T4 BB's suck. Stick with it, it gets better.
