The actual impact this change has is fairly minimal, I agree, the problem is the approach WG is taking here. On the other hand, the insane strength the ship has is incredible concealment (11.2km!) combined with great armor. Considering how good the armor already is, there's little reason for the ship to beat cruisers in concealment, not to mention the whole premise of a BB outspotting a Cruiser is absurd in my book. So instead of touching on the one thing I would consider too strong on the ship, they start fiddling with what I already consider a bit of a weakness.
