As far as I know there's no dedicated site for skins and such yet. Aslain's Modpack contains some skin mods and I think your best bet would be to look through here: http://forum.worldofwarships.eu/index.php?/forum/40-fan-zone/. There you will find a bunch of mod threads including skins. As to installing them, most mods should come with instructions but I'll explain it anyway. Usually the downloaded file will contain a file called 'paths.xml' and then a folder called 'res_mods' or whatever the current version of the game is e.g. now it is '0.4.0.3'. You take the paths.xml file and copy it to your World of Warships folder, replacing the current one. Then copy the other item in the downloaded mod i.e. 'res_mods' and copy that to your WoWS folder, replacing the old res_mods folder. If the file name is something like 0.4.0.3 then you have to copy that inside res_mods where you will see other game version folders

Two CVs platooned together and co-ordinating would have too much influence on one game

Not really sure why there could be any issues, after all, you have similar games such as War Thunder on Steam. Personally I'd be more than happy to see Wargaming bring their games to Steam

That whole mod in question did not add anything, it simply reactivated a redundant feature from a previous version of testing. That has now been completely removed.

I am not really sure what you mean, if you make an account for another server you will literally start with nothing, exactly like when you start a new account on WoT or whatever, you'll get a small amount of Gold (Dubloons) but that won't keep you going for long and all I'd recommend using dubloons on is premium time and premium ships, port slots and maybe converting free XP but 300 won't get you much at all
