Did a cyclone appear? It gives a warning at the screen when one is coming and reduces the detection range of ships in the game

The whole point of being capped at 19 is so that you cannot get two tier 5 skills, it makes you choose carefully.

No, if you want to change server you'll have to make a new account on NA and download the NA client or get the region changer mod

And they have never been sold. Nor do they get the usual bonus that premiums get i.e. extra credit income, 5% extra xp or whatever it is only iirc. -
No, they're different classes, there are differences in the two ship classes in game i.e. torpedo tube and gun placement. It's misinformation calling them the same. Gameplay wise it's similar in the same way that the Kuma and Tenryu play very similarly but they're still different ships

The Minekaze-class and Kamikaze-class are not the same. The Kamikaze is not a Premium Minekaze, similar yes, identical no.

Hopefully some of these ships i.e. the Smith and Katori will be available again in the future, this event couldn't have come at a worse time for me but hey ho, nothing I can do about it ;-; -
You'll either have to download one of the skins I have done for a premium ship like the Atago as they come with a modified camouflages.xml to disable camouflages or use the tool Wargaming have provided to extract the files from their packages
