The issue with CV's is there is no real skill based counter, if you are are being attacked by someone who knows how to play them, there really is nothing much you can do. For what it's worth (and this is from someone that basically doesn't play them) I think they are as balanced as you will get them and frankly the numbers are still unhealthily low, especially at higher tiers. -

My two bits of advice for a new player would be always keep in mind you are never as good as your last win, or as bad as your last loss and secondly if you die early in the game watch it for a bit, to the end pick up tips that way In terms of a premium ship its worth waiting a while see how you get on. When the time comes to buy something, I would strongly advise going for either a tier 5 or 6 below 5 is something of a zoo and you won't pick up a great deal playing there and tier 6 is a good balance you will get up tiered alot but nowhere near as much as tier 8 and facing top tier ships without much experience is extremely hard -

Yes just had a game everyone kept running into invisible walls blocking firing, torps really sucked basically unplayable -
long overdue and the first time I have been excited about a line this year!!!!!

I'm not going to jump on the CV rework bandwagon as it shifts from one extreme to the other or indeed perhaps it doesn't I would just respectfully suggest that sinking time and money into CV's right now is pretty ill-advised, my guess is that we are far from done that's not saying that I know what way it will go other than this rework won't be the last and I wouldn't put it past WG to totally change the play-style again. Its almost like Brexit.... the AA ships need aircraft in the game and IF (and perhaps AI aircraft is the answer) that's via the playerbase there has to be something in it for the people that play the carriers without making them impact the game way out of proportion, you nerf them into the ground and no one plays...... whole lines of ships lose their role in the game and the work done in putting the carriers in the game is wasted, honestly I don't know a way out

The assumption is always they would spend the whole game submerged if.... there time submerged is set as a consumable it would add an interesting layer of play(20knots on the surface is more than workable as a starting point).... when do you dive? when do you try to slip away? it would also give the DDs a burst of life which is badly needed

If you believe that you can balance a game based on 1% of any playerbase............ I have a bridge to sell you If you don't understand that 1% of any level of a group is still 1% then there is simply no hope for you

Personally I have no issue with filling out lines, building whole lines with paper ships is kind of silly(I'm sure Russian Carriers have only been delayed because of the CV rework) AND I believe that before we dip into the nations that are basically paper only we should complete the nations with at least some ships -
Sorry, you are saying balance the game around 1% of the playerbase..............In what world is that "balancing"

Personally its worth kind of ignoring chat, unless there is something useful and not just because of those players who are toxic but because we are a multilingual server and there is no way to know how many people on your team understand you. For myself I have over 8000 games played and have never been in a clan, just set yourself short term goals in a game to help your team and try to succeed if you do and have fun the abuse is irrelevant. As you allude to some tiers are harder than others and right now tier 8 isn't a great place to be especially while stock fighting against tier 10s and tier 8 premiums, keep plugging away, keep enjoying what you are doing, keep learning from your mistakes and always remember that you are not as good as your last victory or as bad as your last defeat

Britain and The Commonwealth remaining in WW2 meant there was a WW2, it would have been highly unlikely that there would have been an Allied side had Germany invaded the Soviet Union (one only needs to look at the Spanish Civil War to see that the west had no appetite to die for Communists)without being at war with Britain and The Commonwealth. As Stalin said "for victory England gave the allies the time, the US the money, the Soviet Union the men" In terms of the Ships that are being added, no none of them would ever have been built WW2 or not, without WW2 the Soviets would have had hostile land powers on either side of them. The Soviet navy whatever WG may want the playerbase to believe was a product of the Cold War, no WW2 no Cold War

has WG considered flipping carrier play totally add AI "land" based strike planes and turn the CVs into a fleet defense role? no spotting at all or interaction with the other teams ships

A number of years ago when the Soviet Navy was first introduced the claim was made by WG that the Soviet Navy sank more boats than all the other navies combined during WW2, I guessing this would have to have included all kinds of things mostly rowboat sized but they had figures to back it up -
The Mikasa very sadly because I love that time period of history really shouldn't be in the game, placing the Dreadnoughts at tier 3 basically screwed that class of ships in hindsight it would have been better you place the late Pre-Dreadnoughts at 3 and the first Dreadnoughts at 4 that would have given them some wiggle-room but how does that pan out higher up the lines. One of the things I would love to see is WG considering adding an extra tier at the top that you don't directly research but after so many games played you get a ship that pre-dates the current ships that you play in a specific mode against other tier 11 ships

personally I'm really looking forward for the release of the Soviet Battleships because it means that with the exception of Soviet Carriers(that irrespective of the denials you know will come at some point)we can focus now on nations like Italy and perhaps a Pan-European American Commonwealth lines that will contain interesting ships from nations that actually an historical context -
Personally this is a time period that really interests me when you think that the world went from ships like Merrimack and the Monitor to ships like the Dreadnought in under 50 years it really was an unmatched period of time for shipbuilding.

Yes you are right, I was speaking as someone that never divisions and isn't in a clan, clearly if you play with talented friends that helps!!!! although my win-rate has gone up (granted only 1%) since the introduction of clans into the game even though..... so I don't know how that factors in

statistically speaking(and I have a win rate around 54%)we impact the outcome games only a handful of times over the course of our play (for me maybe 2 to 3 games in every 100), it's not luck its simply that there are a bunch of other people trying to do the same thing. Now that's not me saying WR isn't an indicator over a lengthy period of time and we are talking in the 1000s of game range, to me the key thing is that the good players make less mistakes which gives them a better chance of impacting the game. However, there is also no getting around the fact that you are likely to be the only common denominator in all your games
