  1. sooo.... wargaming just posted this on their development blog " [PSA] Giulio Cesare testing and premium ships status Dear players, Following your feedback and test results, we decided to stop live testing of Giulio Cesare at tier VI and abandon the initiative to individually re-balance premium ships, which were purchased in or directly marketed through our Premium store. Here is the reasoning: 1. While many of you did support the idea of promoting more balance and fair play, most of you were not willing to support this if it means making changes to purchased premium ships. 2. Many of you let us know that the perfect balance in each ship group is not as critical for you as we assumed; however, the confidence that the stats of purchased premium ships are not to be nerfed is much more important. It was not the only opinion voiced, but it was the most frequent in all discussions on all platforms. 3. According to the majority of your opinions, having several over performing premium ships in the game is not an issue for you, given the fact that they are not sold directly and that they can be countered under the right circumstances; 4. Testing Giulio Cesare on tier VI has shown that it can indeed be a balanced tier VI battleship, however, her gameplay experience changed dramatically. The same is true for alternative rebalance options (e.g. nerf on tier V). As the proposed initiative was initially based on community feedback, and achieving absolutely perfect balance in each ship group is not a purpose in itself (and it is not really possible anyway, because ships have vastly different play styles, pros and cons, and players have vastly different skill levels), we decided to cancel it. There are not many ships like Giulio Cesare in the game, and most of them are quite old; our balancing process has significantly improved since release, and there is no indication that we will have many such ships in the game. However, if they do appear, we will take appropriate action. For example, as we do now, stop direct sales and limit their distribution to very special occasions, so that their presence in battles is minimal. Despite the fact that we never had a rule which stated "premium ships are not nerfed individually", we indeed did not do it before and we understand why many of you assumed that there is such a rule. It should be noted that even the ships purchased in or marketed through Premium store are a part of a big game we all play. That means our decision does not isolate any ship from systematic changes applied to a group of ships on common basis or to the whole game. For example, a change to the Radar mechanics affects all ships equipped with Radar, a Smoke mechanics change affects all ships with smoke, etc. We sincerely thank you for your opinions and feedback. Good luck and fair seas! " So to summarize: 1. they wont stop selling op ships in loot crates, as im pretty sure thats what they mean by "special occasion". Didnt sub_Octavian or someone say that selling them in loot crates was a massive mistake a while ago? Well, there we see how much those words were worth. 2. They lied about why the community didnt like the balancing. From what i saw, people were most likely happy with rebalancing if there was a proper refund, wargaming didnt even mention that here.

    Wargaming is doing bullshittery again

That poll didn't even have an option of "balance with proper refunds" so those results don't apply here. If I have an op ship, I wouldnt want to have to swap it in for some useless dubloons for the sake of balance. If I however could get a full monetary refund, I would be fine with balancing of premiums. Of course wargaming doesn't want to refund in real money, but atleast they could state that as the real reason rather than "the community doesn't want balance"

    Wargaming is doing bullshittery again

They havent listened at all tho. If they had, they wouldnt have put "Special occasions" in there. Also they lied about why the community didnt want the rebalance, because they didnt want to face questions about refunding. How is any of this listening? This is nothing more than corporate gibberish.

    New ranked season tier?

I hope will will get another one with pickups in high tier (anywhere between 8-10) with divisions of 2 allowed
  5. I would vote for changing their balance at their current tier IF wargaming made sure to give out real refunds. Im fine with balancing premium ships, but unless they intend on giving actually meaningful refunds, dont even dare to touch them.

    Well that changes everything

Soviet BBs - The real reason for the nerf of CVs?

So one out of 7 test ships in their first iteration is op, therefore the only logical explanation is that wargaming went to some grand conspiracy involving their biggest change to the game since closed beta to make sure that this one ship is op? You convinced me

Carriers 0.8.0-3 Please WG stop punish us!

If you get spotted in a carrier, you are doing something wrong. With the extreme speed of planes, there is no reason to be in any position close enough to the enemies to be bale to get spotted.

Carriers 0.8.0-3 Please WG stop punish us!

Thats exactly the issue tho, the ship wont see it from the carriers perspective. The only thing the ship sees, is planes which are impossible to completely defend against, they will always get atleast one strike in, and the will force you to make bad maneuvers during combat, or force you to position in a suboptimal way, simply to be safe from carriers. in a carrier there is zero risk of dying, the only risk that is present is losing dpm, but this isnt something that the surface ship will notice or care about. Of course from the carriers perspective its super frustrating because it will be very difficult to get any real damage done with all the nerfs that always hits this kind of class. The end result is that both sides are frustrated, and its all because of the "no risk safe reward" playstyle. Its not about carriers being overpowered, they arent, i would say they are underpowered right now, but that doesnt stop their very concept from being toxic for everyone, both target and driver. The old system worked better in this way, because the carrier had a hard limit on his plane reserves, and attack runs were much more scarce, so there was much more riding on their attacks. They were op, but the concept was simply better.

Carriers 0.8.0-3 Please WG stop punish us!

Counterplay in wows = shoot down as many planes you can, reducing carriers dpm after a while. Counterplay in wot = utilise arty cover whenever possible to lower the dpm taken from arty. Both concepts are the same, you can mitigate the incoming damage, but you cant completely avoid it without making yourself useless. Same concept, slightly different implementation, different, but the same.

Carriers 0.8.0-3 Please WG stop punish us!

In wot you have to stay in arty cover to be safe from arty, in wows you have to aa spec your ships and sail and dodge. Both games are running the same faulty principle that forces you to play around a class that exposes itself to zero risk, so id actually say that the two systems are more or less identical.

Carriers 0.8.0-3 Please WG stop punish us!

This is just the true face of wargamings new cv concept showing its face. There is nothing more frustrating for surface ships, than having tha play the entire match around a "ship" that is sitting on the other side of the map with no risk to himself, so wargaming nerfs carriers to make surface ships happy. Of course that doesnt work, because the frustration of surface ships doesnt come from the damage or combat effectiveness of the carriers, the frustration comes from the carrier being able to limit their moments, spot them and do damage to them with zero risk to himself. On the other side of the coin, we have the carriers, who are greatly frustrated because their planes gets nerfed and nerfed because of all the surface ships complaint, but none of these nerfs make the carrier less frustrating for surface ships, all they do is make the carrier practically useless, frustrating the carrier player in the process. "No risk safe reward" classes do not and will not ever work in these kind of games. All that happens is that they become super frustrating to both the players commanding them, and every other ship in the match, its stupid, and not fixable by balance. The cv rework as a concept is flawed. World of tanks has a "no risk safe reward" class aswell, it is the single greatest cause of frustration in that game, and they have been trying to fix it for 8 years unsuccessfully, all they have managed is to nerf it into uselessness, while keeping it just as frustrating to other tanks as always.

Never seen this US BB before?

AA sector reinforcement — 50 %, sector reinforcement and reinforcement shift time — 5 s.

theres more info on it here: https://medium.com/@devblogwows/st-cvs-georgia-monarch-conqueror-edec87929837?fbclid=IwAR0-2s-dpllpWy9M0DSGdYmL3dWjE2XvfB9q1Mh6RwvhnY7VQUHDwlChI5o protip: look at that aa, and specifically, look at that sector reinforcment, its on steroids. The Odd Man Out

If you try to learn to play dds during this current cv-meta, you will actually just learn how to play handicapped cruisers, you cant really do much dd stuff at all if there are one or two cvs on the enemy team. Id wait until it gets fixed.

    DevBlogWoWs: CV Changes and Roadmap

Its not about balancing tho... Their very basic concept is bad for gameplay (no risk safe reward). No amount of balancing and finetuning will turn them away from the frustration-fest that they are right now, and the proof for this is in world of tanks. World of tanks also has a "no risk safe reward class", its called artillery, and wargaming have been trying to fix artillery for the better part of 8 years unsuccessfully. And all they have managed to do is make it deal very low damage, so the arty player gets very little done in a match, so its frustrating for him, but even if he deals very low damage, there is nothing more frustrating than sitting in a tank taking damage from some half afk clicker sitting on the other side of the map, so its even more frustrating for the tank driver getting hit by him.. Basically, it is impossible to fix a "no risk safe reward" class with any sort of balancing, the only possible fix is to turn them away from the "no risk safe reward" motto. I can see only two ways of doing that, either make cvs have to get close to be effektive(lower plane speed significantly, so the trip between carrier and target is the biggest time-sink) Or just straight remove carriers. You cant keep them as "no risk safe reward" no matter how much you try to balance them, the concept is toxic and broken.
  17. There was a Q&A stream about game balance a few days ago, and normally you see a write-up or a transcript like a day after these Q&A streams, but i havent found one for this yet, was just wondering if anyone has seen one?

Whats the point of a profanity filter? If you let some swearing get to you, then the internet really isnt a place for you.
  19. ive held 66% winrate over 87 battles and am sitting at rank 3 atm. Id imagine that it would take many times those battles at just over 50% winrate
  20. Honestly im more interested in what will happen with player numbers when it is no longer possible to hide from the broken cvs in ranked.

Fara vs WG Lead Designer on CV rework

The extremely worrying thing is, the arguments and feelings currently flying around the reworked cvs, are pretty much exactly the same as artillery in world of tanks and that game has been trying to fix it for 8 years with no success at all. Carriers have now become that no risk safe reward class that is detrimental to gameplay, brings great frustration for both sides, and makes no one happy. its not a matter of balancing, cvs are now the same concept as artillery is in world of tanks and they have tried to fix that for the better part of 8 years now, with no success, because it is simply impossible to do so. Nerfing damage doesnt work, because it is still just as annoying taking damage from something that you are completely powerless about, it is extremely frustrating having to play the entire match around a "ship" which is limiting every action you take with no risk to itself. Same goes for the other side of the fence aswell, cause what happens is that people rant about cvs, so wargaming has the brilliant idea of just nerfing their damage, it removes no frustration for surface ships, it just makes cv players frustrated with low damage. This cv rework is just a massive deja vu, same arguments, same frustrations as arty in wot, and as proven by wot, completely unfixable while keeping the concept.

Transcript of the recent balance stream?

    1. No comment on the highly immoral decision to put these ships in santa boxes while planning to nerf them. 2. No comment on the request for proper refunds. I rate this answer vague/10

    How do I win?

Theoretically yes, im sure that it is theoretically possible to win almost every single match, if a superintelligent ai computed every single decision, every single move, every shot, every piece of information, and did the absolute most effective thing at all times, i think it would have very close to 100% win rate. Of course none of us mere mortals can do that, all we can do is get as high up the scale as possible. Moral of the story, there is always something you can do better, and sometimes, doing enough of those things better, means the difference between win and loss.
