If we're talking about TX CVs perspective, yes. But some of us like to play TVIII (premium) carriers that get devastated by such (in your words) "mediocre" AA. There are more sides to each story. Try to consider all of them...

Roma. Being able to bi*chslap BBs even those with turtleback (german BBs) for 15k or more with one salvo on broadside is just so satisfying. She's also fast and stealthiest BB at tier VIII.

I think subs should have their detection ranges other way around in comparison to surface ships. Surface ships have bigger detection by sea than by air, subs should have bigger detection by air than sea. That could work...
