Correct. And 9.5/10 it's a loss if that same sniper died in the first 4 minutes and did nothing. Tanking 2mil would suggest that they didn't just rush in and die. As for 1 mil... i guess? Depends on the match really. At the very least it's equally as useless. I've seen top tier BBs rush straight forward and get melted under such a hail of fire that I'd be surprised if they managed to pass 500k.

A ship being alive is still better than a ship being dead (or rather a little less bad). No matter how bad the player actually is. At the very least it saves your team's points.
