Either make a full tier 11 and balance it around that (with standard repair costs and capabilities) or yeet the supers out. You don't get to pretend that they're a bit stronger tier 10 ships, because that almost literally makes them pay2win due to their enormous maintenance costs. They're essentially the equivalent of that tier 3 tank in wot (is it pz. II C?) that is more or less invulnerable to everything except artilery (and even then only just) and can mow down entire teams on its own, but you always lose money with it. Same with gold shells. You can pay a lot of credits to use them and become much stronger in battle.

No no, of course they can. I was talking more about striking the ships. Cruisers and BBs are usually played while being spotted anyway (at least when they're attacking), so for them that's less of an issue. While soviet CVs practically rely on the target being spotted in order to attack it. So against dds with good aa, soviet cvs will struggle more than cvs with HE dive bombers for example. While against cruisers with good AA, soviet CVs will struggle less in comparisson to other cvs, because they don't have to enter their aa as often.

Smaland can somewhat do it too yes. Though to a lesser extent, so it can strughle with tier 10 cvs. Thet def aa really helps. Friesland and ostergotland can do it better. Dutch crusiers wipe entire squads too. Unless it's a soviet cv and drops stuff from the next continent.

Look, I'm all for hating on CVs, but don't go telling me that paneu dds are helpless against them. Heck, a russian CV is gonna be one of the most helpless ones when it comes to attacking you. The only thing he can do is hope he can spot you for long enough. The only real threats (unless you're really close to a bunch of enemy ships, so they're the one keeping you spotted for the cv) are the US CVs and unless the player is good (most aren't), they'll struggle too. So yes, if a cv player is good, you'll have problems. But the vast majority aren't.
