Well..."great" might be a bit of an overstatement, but she is quite a good ship if you're good at dodging shells. Thing is, she has quite the skill floor due to bad armor and her problem outside of that is that unlike all those new shiny supercruisers that wg keeps spamming out, she can't really blap ships too often (except DDs). So the overall amount you can carry is reduced.

I'm just gonna go ahead and say that imo, mogami is by far the strongest tier 8 tech tree cruiser.

Well, what they do have is good armor and decent guns. Yeah, and they lose everything else to compensate for it. I see one in just about every high tier battle.

Maybe you need to level up a bit? Go into the profile tab and check the level bonuses. One of them should unlock commanders. Acc level 7 I think it is.

Ehm....no. If anything, they're there to allow cruisers to survive more than 3 minutes when there are BBs in the match and to allow BBs to ocasionally (though many still don't do it) get closer. And to make maps different, obviously.
