Sure they do... farragut or mahan have nothing on my benson (or a fletcher), sometimes when I play them they just feel slow, and their torpedoes aren't exactly useful either. And for the USSR I really like having more guns than just 2 turrets + I prefer earning more credits and xp than what I get at tier 6 (+ it's fun having a little more challange). I think you aren't seeing the full picture because you've only played IJN DDs. They change the least but they still change (btw quoting posts is a better way to draw the attention of the player you're addressing)

These kind of questions are stupid and yet they've been repeated a lot of times by now....the point is to play them. What's the point of low tier DDs then? Or better yet, what's the point of even playing WoWs? Some people are better at high tiers and make a lot of money that way, others just like the challenge.
