    155 HE spam Mogami is a good ship. If you have a high enough trained cpt, yoz can have CE, IFHE and DE, which will make the ship very nasty against most targets you meet. With 15 shells every 10 seconds, if you can aim, you can expect to set a fire every second salvo. Your HE pen with IFHE will be just fine against most BB decks (bar German), and on the top hull you'll have enough maneuverability to stay out of trouble if need be. If you carry hydro, you can also be a nightnare to DD cpts who think they are safe in smoke.

    Based on the wording, the original post was at least 80% sarcasm directed at "holier than thou" youtubers and streamers, which is why it made me laugh out loud, rather than make me look for a serious point.

    Pensacola is a good ship right now. Not one for everyone, but not a bad ship per se. One problem many people have is that they wish for the current Pepsi (that can make any cruiser it meets regret their life choices if played well) moved down a tier in its current form. What is gonna happen is that she's gonna be moved a tier down and "adjusted", meaning nerfed in place. Many people won't like that. I'm pretty sure that the initial nerf will make her akin to tge old Furutaka, with slow traverse, slow reload, possibly skewed maneuverability. I would prefer her staying on T7. What I would really like is to have Salt Lake City (because what we actually have in game is the late war SLC fit) on T6 and a prem Pensacola on T7 in her historical fit as a prem. Also T8 USS Wichita prem pl0x?

    What's the deck thickness on Currywurst and Fat Freddy? Is it 50? If answer is yes, then IFHE on HIV is worth it, because 240 / 6 = 40 40 x 1.3 = 52 Meaning you can cleanly HE pen German BB decks. Same doesn't go for Moskva, as the equation comes out with 47.67 mm's of pen.

    +2 MM lets me chomp on the delicious damage as a bottom tier and lets me stomp them seals as top tier. I like +/-2. Also, most ships aren't actually hopeless agains the ships two tiers above it when played right.

    Based on her size alone she has to be tier 8. Damage output can be adjusted up to 12/min/gun, which, as Affeks said, would be just right. I'd go with that.

    I *think* the % based heal is basically an autoscale mechanic. The higher up you go on the tree, the more HP a ship has, and thus can heal back more HP. It should work pretty well on cruisers too, although I for one would have a lower base % on heal for cruisers, just because they weren't meant to have the same historical survivability as a battleship that was built expressly to withstand a beating.

    I agree that underwater citadels on BB's shouldn't be a thing anymore (unless historically called for), as uncitadellable BB's just make for a potato experience. On BB and DD versatility I agree to a certain degree, but I'm not sure how to word what I think of it. I don't expressly want to male either classes one trick ponies, as I love it when you have different builds on the same vehicle that makes it play completely differently, but I agree that them being able to be jacks of all trades and making cruisers obsolescent in many regards is just too much. I'm not trying to cater to Potato McPotatoson, Derp O'Derperthy or Retard Extrachromosomsson, I'm trying to cater to new players who might want to join the game. Dropping all the new mechanics and submechanics on new players at low tiers can be very confusing and potentially demoralising. The Seelöwe drivers are usually too far gone, but we don't care about them. That's a valid point. Perhaps increasing the heal % and charges every two or three tiers would scale well?

    Sorry, I didn't realise that. I am somewhat opposed to giving every cruiser a heal, as some cruisers are well off without it (Friant and Duguay being perfect examples) while others would be useless regardless (looking at you Danae and Karlsruhe). The idea of a single charge 1k HP heal may be an applicable idea, but adding a new submechanic may confuse people further (and we know they don't need that). All in all, I don't have a definitive opinion on low tier cruiser heal, but I'm pretty sure that if the weaker cruisers recieve it, the players of the stronger ones will start complaining about not having it.

    I jave to agree, cruisers need something done to them at T8. Not exactly sure if it's heal (the implications may turn out to be too great - and I admit, I like having it on my Atago only, but if it needs to be done, so be it), but something needs to be done. There are multiple ways to approach the survivability problem, either by replenishing health lost or avoiding damage in the first place (or a mix of the two). Based off of Atago, giving heal to any and all T8 cruisers may be a bad idea, because in a top tier match, especially if there are T7 BB's max, Atago can act as an ersatz battleship, as it can, with careful angling and weaving tank the damage directed at it by others. If you are running a full-point Zao (or god forbade a BB) cpt, the ship can really just be unfair towards lower tier opponents. One could level a similar argument against RNCL's of any tier, but the problem there is that tgey can get cleanly deleted and can never, in any circumstances, reliably tank against BB's, even if bearing down on one that is two tiers lower (not that you ever should in an Atago either, but in a pinch, you can and that is a very big difference) Now imagine if every T8 CA, especially the well armoured ones like Hipper (I think?) and Mog (relatively well armoured) could do the same. It would make T8 matches similar to what T9 and TX matches are like now. And then people would call for T7 cruisers to have heal. See what I mean? What could partially solve the problem imo is to have a heal with fewer charges (1 or 2), or lower heal rate. Alternatively, what could also be helpful, is not getting hit in the first place. A way to go about that would be to prop up acceleration and deceleration (passive method) or to give most cruisers a few (1 or 2) charges of smoke (active method). What would be ideal would be to give them one charge of smoke and one of heal, or a choice between them (which would greatly increase variety of playstyle within the same ships). Right now the phylosophy of cruisers providing ability support (like DefAA) doesn't exactly work because most things cruisers are supposed to provide aren't needed in high tier BB builds (like try defAA'ing for an Iowa or doing a hydro picket for a Bismarck or radar picketing for a Missouri). Cruisers now have to reap their own damage, and without ways to extend their survival (Atago and Mikhail Kutuzov) it just isn't happening.

    Tier 8 cruisers are really the ones that can break players off of the cruiser grind. Back when I was at it, Mogami (in either configuration) was painful (until unlocking the stealthfire on A hull and 155), and so was New Orleans. Mogami is now objectively better, eapecially in a 155 build, spitting fire in form of "the golden shower". New Orleans got more useful with the introduction of radar, and I found that I did much better in her when I ejected all common sense while playing her, using the pretty good concealment, and just playing like a madman, being an annoyanxe to the enemy team. Other T8 cruisers, I have rather limited experience with, I know Saint Louis is very good and that Chapa has the potential to be. Edinburgh and Hipper seem to be very hit or miss, some people hate them, so love them. All in all, it really is the tier where people mostly break. Situation improves on tier 9 (except on the IJN line, where you have Mogami again but with 8" guns only and heal and not as good), and in most cases it is worth sticking to them, as the TX compensates for all the pain.
