In Update 0.9.12, players will be able to start building a new Japanese battleship, IX Hizen. The ship is a variant of a super battleship project that preceded the development of the Yamato-class ships. She's armed with twelve 410 mm guns placed in four turrets. Rules of the Dockyard The construction process at the Dockyard comprises 26 phases. These shipbuilding phases can be completed by progressing through the Dockyard combat missions, or by spending 1,950 doubloons to pass through each phase. If you want to complete shipbuilding phases at a discount, you can purchase Starter Packs: 10 shipbuilding phases in exchange for 9,950 doubloons, or 4 shipbuilding phases in exchange for 5,000 doubloons. The combat missions of the Dockyard will span two updates—0.9.12 and 0.10.0. Players will be able to complete shipbuilding phases in exchange for doubloons until the end of Update 0.10.1. In total, you can pass through 22 out of 26 shipbuilding phases by progressing through Dockyard combat missions. Completing the 5th and 15th shipbuilding phases will reward you with II Tachibana and V Yahagi in the Winter permanent camouflages, Commanders with 6 skill points, and Port slots. Completing the last four phases will reward you with 10,000 Coal; one Santa's Mega Gift container; 2,000 Steel; and IX Hizen in the War Paint camouflage with a Port slot, a Commander with 10 skill points, and a commemorative flag. Completing the other phases will bring you Santa's Gift and Santa's Big Gift containers, the New Year permanent camouflage for Tier IX ships, new Winter Strands expendable camouflages, and other valuable items. If you already have II Tachibana in your Port, then upon obtaining her again, you'll receive compensation in the form of 1,425,000 credits; a Port slot; the Winter permanent camouflage for Tachibana; and a Commander with 6 skill points. Atleast here on forum I saw some ways, how it can be solved. One of them is restarting your PC. It sounds like a classic solution to all problems, but for some it really worked. Second one, that worked for some was, that Windows had update, that automatically changed network to public. So changing it back to private can help solve those issues. Please also try, what other players mentioned in this thread. Usually different ways works differently for other players.

Unfortunately no. If you will receive Lepanto from Random bundle, you will get only that ship with port slot and commander and you will keep that ship. Once IT BBs will leave Early Access and will be fully in Tech Tree, other ships won't be researched. It is always the case for the situations, where you could grab tech tree ship from any arc, missions etc. I won't share you any personal data and also, I won't purchase those doubloons. Why not? I basically only listed down, what exactly you can receive if you decide to purchase everything possible. Well, yeah. In case you would like to grab completely everything, that this event offers, it can be expensive. But anyway atleast for free you are able to receive those ships until tier VII, some camos, signals, premium day. I know that everyone of us would like to have everything possible on their account, but still all of us will be able to get our hands on several new ships and their Early Access status will give them option to change commander without the need of retraining.

The Commander skills system will be changed in Update 0.10.0. Main Changes We've added new skills and changed some of the old ones. Each Commander now has a separate skill section for each ship type. The skill section corresponding to the played ship type is active in battle. As skills have become more specialized and their total number has increased, the maximum possible number of skill points available to one Commander has been increased from 19 to 21.
