Nothing. I just said the description is incomplete as you can keep the effect active when you shouldn't according to the description. The conditions under which the new skills are active are anything but simple to explain to the average player. Much more complicated than before. Why is it important who asks the devs?

Grozovoi is screwed as it's one of the DDs that wants SI but didn't have room for BFT (at least not with two 4-pointers). You either have to give up PT or AR. You could give up PT and get Incoming Fire Alert as a cheap replacement but in the end everything you can do is inferior to what you had before. Edit: Grozovoi is one of the reasons I created this topic:

The devs already said all perks and modules count, the problem is that the skill only works when you aren't detected by a ship that is within your concealment range. The description is either missing this piece of information or the skill is bugged and supposed to be even stronger.

As I already said, if they'd tell us if a skill is active or not, most players would quickly realize that quite a lot of them don't work as the description implies either because the description is wrong (or at least incomplete) or because the skills are bugged. WG doesn't want us to know and let's be real, most players wouldn't understand how the new skills work even if the description was accurate.

SE because SI only helps you when you actually use the last charge of the repair party consumable. There are also better skills than SI for the Pan-EU DDs and you don't have unlimited skillpoints. -
It's really, really bad right now. BB players going out of their way to keep Dead Eye active, cruisers explode instantly, DDs get worse builds that are more expensive than good builds before. The update brought zero improvement in any way, shape or form.

Oh, so what you want to say is that the increased cost of AR doesn't bother torpedoboats as much because they're less likely to use the skill in the first place as their playstyle doesn't involve taking damage to the same extend as a gunboat? I guess that's true to a certain extend.

Do you refer to Distraction with 1)? The skill is trash for the cost. You have to give up a lot to fit it into your build. Stuff that actually gives you hard buffs instead of better RNG. Do you know how flooding chance is calculated? 30% is basically nothing. Torpedo acceleration is now worse because it's percentage based. Only reaches the original 5 knots on Pan-EU DDs. Again too expensive for the cost. Can't fit it into good builds. I fail to see how any kind of DD gets better with this. Even Marceau was better off with old BFT, CE, PT instead of Ruthless+CE or Ruthless+PT.

Well, they could also leave BFT at 5% and just reduce the cost of Last Stand. This alone would be a huge improvement for DDs that like Superintendant or the torpedo reload skill.

Oh no, the class that sits behind an island all game and doesn't even have to pick one it can shoot over loses concealment! Why, oh why is this world so cruel?

I can already see the potato CVs shooting themselves (and their teams) in the foot by using this skill and the one that makes fighters unable to spot.

The worst part is everything I try to do with my DD builds feels like coping. There's no 'Oh nice, because we get two additional points I can get this awesome skill on top of my already good build'. There's no improvement no matter what I do. It feels awful. -

If you go for PT that skill will probably be one of the better choices to spend the remaining two points on. 5% reload for three points on the other hand seems like a waste to me. -

Retraining a max level commander right now is 125k with paying credits. It's a huge increase and the cost for resetting skills is even higher. I fail to see how this is not as excessive as all the other numbers surrounding the rework. -

Es ist sprichwörtlich unmöglich den durchschnittlichen DD Build von vor dem Rework, nach dem Update nachzubauen und das, obwohl alle dafür benötigten Skills weiterhin verfügbar sind. Adrenalinrausch wird einen Punkt teurer, wir können jedoch zwei zusätzliche Punkte grinden und stehen hinterher trotzdem schlechter da, als vorher. Niemand von uns brauchte irgendwelche Daten, um das zu bemerken. Ein bisschen Zeit auf dem PTS reichte vollkommen aus. -
Not that I know but if such a list exists I'd like to see it, too. All I heard is that some commanders lose their enhanced skills entirely.
