depending on how many games you played on the test server, specials were available as a prize as well...I got 5 of each special flag as well as the normal ones. Edit - actually after checking I got 10 of each special.

Obviously you can make a division at the start of the game but usually potatoes inviting anyone that can breath....not really counted as an actual division sharing ts for instance.

The time WG maybe will unite both is when clan wars arrives in WOWS. Without a way to earn gold in WOWS, players who also play WOT and are in 'gold earning' clans will spend more time in tanks earning gold and then spending it in WOWS with very little effort of actually playing a ship or two. If it were suddenly united at present, there would probably be a big drop in player numbers jumping back into tanks trying to earn gold.
