As to tier 5 - 7, my Kamikaze R Leningrad, Molotov, Murmansk and every other premium in that range have enough points for a RPF built which doesn't mean sacrificing to much other skills. But none of my non premiums on lines I was grinding had those captains.

You are correct. Though the only Vorlon part of the White Star design lay in the hull plating and perhaps sensors. It was only on Babylon 5: Crusade that there were ships built which could use Vorlon weapons, and even then using the weapon would render the ship out of power for some time afterwards as no reactor they had access to was actually sufficient for the task. If I'm not mistaken Minbari were also given artificial gravity from the Vorlons in the First Shadow war iirc so even if the White Star fleet didn't use 'new' Vorlon tech they were still using some Vorlon tech.
