Imho HE should always be more effective, since we're talking about BB's here which should be about planning ahead. If you don't have the right ammo loaded, you should suffer. If a DD ambushes you with AP loaded you should suffer from it. Maybe that would rebalance the class distribution a bit.

That buddy and those BBabies made me cry, why can't I get those as enemy? Ahh well that's ok I guess, I didn't like the smoke camping BB's any more as the next guy, they basically held up entire flanks for the duration of the smoke ( even when people should just rush it they never do ). It's a bit confusing which of all the proposed smoke 'fixes' is being mentioned when people say about 'removing the ability'. I don't think my Akizuki should get less time to daka daka from smoke, it's not that good at evasion tanking... it's kind of an exception though :)

This goes outside of the scope of what I have experience with. I feel my shima takes pen damage at times, but I don't really play her a lot. And I don't play my Yamato much either, and sold Izumo / Amagi ( ... ye I will buy that back ofc.. sometime ). My Tashkent might have speed boost + heal, it still doesn't have Khaba plating so if that is the reasoning we're using it shouldn't take so much AP damage. Kiev is also prone to taking full pen damage I am certain of it ( it's also a big DD I guess but no as big as the higher tiers right? ). I can remember losing al my hp in a single AP salvo ( no detonation ofc ) in a Kamikaze, so it's not just size+armor it's as much about RNG atm. Either way, the more I think about it the more I feel this is not really productive. By doing this we're limiting what WG can do already, prior to the changes even. How about we let them change it, and then judge the balance created by the change?

But how many times do you flood in those? It wouldn't really affect DD's and cruisers since I expect them to die from the alpha damage not the DoT like on which CV's rely to hurt BB's. edit: I also strongly dislike the use of 'cancer' as a term for gameplay related elements in a game, but that is just my opinion :)
