The dispersion at large/extreme distances is something they could look at, most of the time the RNGesus doesn't mind a hit or two but they really like to land on another country...
But at medium distances the dispersion should stay, if BB's had the same dispersion as CA's we would be "citadeling" every ship out there and although that sounds fun in the mind of a BB player it would be completly broken and uber OP, so yeah, we need the dispersion to keep the things spicy.
Now, Aircraft and torps, this is just a extreme case of "git gud" and its really simple:
You see a DD closing in? Turn INTO him.
You see a squadron of torps bomber flying straight to your side?
Turn INTO them.
The best way to evade torpedos is to just sail into them.
Of course, there are some instances where the captain will use the tighter spread on the DD and the manual bombing on the CV and you will get hurt, the best thing on both cases is to minimize the damage using your torpedo bulkheads/torpedo belt to dish most of the damage, angle yourself to dish the damage, you will get hurt, but not as bad if you were hit full broadside... at least thats what I'm experiencing on the New Mexico tho, not sure about the rest of the BBs, might be worth it to check it out.
And the fire...well, you can tank 1 minute of damage with only 1 fire on your ship, if you have more than one use your repair party and then your health recovery thingy, same goes for floodings.
