... unless I am massively mistaken American BB's already have only HE guns as secondaries. IJN BB's only have the casemate guns with AP shells and the 155mm guns on Izumo and Yamato. Also the German WW I BB's have AP on the casemate guns.
I am divided over the subject - I have seen excellent results form the AP secondaries against Cruisers - on the other hand against BB's you have mostly bounces and overpen on DD's. My guess is that the HE shells on German Tier VII + BB's are there for balancing purposes. If you were to change the 150mm guns on Gneisenau and Bismark to AP - they would suffer a great performance loss as they mostly engage other BB's at close ranges.

... to be honest I sympathise wth the topic opener - it does often feel like every other hit causes a fire. I had a Pensacola setting 3 fires on my Fuso with one salvo ...

... I guess the issue is that Mikasa wasn't a free ship and players paid a tidy sum for it in that bundle. It's understandable that players are pissed off if they get in return a ship that seriously under performs for most players apart from a few 'experts'.
I bought the thing myself and I personally think it's crap. Look up my stats how crap I am in it. Generally I have a good idea how to steer a battleship but this pile of crap will not work for me. Reason have been discussed above...
... Regarding those weird results when you loose 6 U.S. Fighters against Japanese fighters. Happens to me as well occasionally. I got the feeling that there is a bug whereby the attack command is not issued correctly. Basically the air group just sits there while the enemy attacks. In my experience the game mechanics currently do not enable that 'inactive' air group to defend itself causing you to loose all your fighters.
just my two cents ...
