Dont trust those stats yet. But we cant have that kind of system for at least 1 or 2 months. There arent enough CVs around. I also think there shouldnt be tier 10 CVs. Just like wot where they screwed up everything with bringing tier 10 arties. It was nice before. Anyways that kind of request cant be done for a while.

how many battles did you have? No not OBT yet and yes there was a hard wipe. You will start from 0. but the amount of battles you had before 0.4.0 is important

There was never i win button on DDs. I doubt you played much DD games because someone with high tier DDs would know that destroyers never had "easy auto i win" thing.
