I was considering the historical RoF, since the French won't show up anytime soon. In any case there's no need to downtier them since Aoba sucks due to Cleveland. Giver her a proper counterpart and the problem is mostly solved. Downtiering because of how things work in WoT doesn't make much sense since WoWS =/= WoT. Regarding the German line i can't say much but Germany would suck big time on that class regardless since after the WWI cruisers(which were good compared to the counterparts) had other requirements which make them bad compared to the rest. Moreover the P-class should have 120 mm max as protection, not 220 mm.

Have you checked the ships i quoted? Guess not. Still i can spam some math regarding the ships i quoted compared to Aoba and Pensacola but that would require some time.

Duquesne is slower than Aoba, has a much worse protection and has a worse torpedo armament. Sure it has two more guns and the RoF is slightly superior but she can be at best placed at the same tier of Aoba. Suffren and Trento may prove stronger(especially Trento if she retains her 36 knots maximum speed) but Aoba will still be a threat to them. Considering the current trees i placed Trento at VII(considering her 36 knots maximum speed plus Bolzano as preset, hence better primary armament) and i guess Suffren should go around that tier(with some WG love). The number of guns alone isn't much, you have to consider also the other factors. Still Aoba itself doesn't cause as many issues as Pensacola at tier V

There's a lot to say regarding what you suggested. Japan 1)Splitting Kuma and Sendai seems excessive, especially since there's already a cruiser with 610 mm torpedoes at tier IV(Iwaki). Sendai could easily be a preset of Kuma. 2)Dropping Aoba to V would cause issues like having a cruiser such as Duquesne(eventually) at tier IV and cruisers such as Suffren and Trento at tier V 3)Tier VI for Myoko is too low. Sure she was a treaty cruiser but the ingame one is after the refits in which she became a whole new beast as far as firepower is concerned(better primary armament, better torpedo armament, better AA armament and so on). 4)Splitting Mogami won't make much sense since she wasn't the only cruiser with both 6" and 8" guns as possible primary armament(as example Admiral Hipper). The armament is different and that would somewhat change the role of the ship but the ship itself is the same 5)Takao is a tier VIII candidate, even considering Maya as preset. US 1)Denver?! That ship hasn't any protection worth mentioning, she's slow as hell(and with only 4500 shp she won't be even responsive). She's a tier II premium at best although there's already Albany 2)St.Louis at tier IV would be devastated. Besides at the moment she is currently the only low tier armored cruiser(technically she's an AC because of the presence of belt protection), when other ACs start to show up she would have other issues 3)Pensacola causes the same issues of Aoba 4)Northampton and Pensacola aren't that different to explain Northampton being a tier higher. The layout is different and Northampton is a bit better protected but with all considered the two are evenly matched 5)The US has enough cruisers to make a CLAA mini line so Atlanta can go there. 6)Cleveland can go up to tier VIII considering Fargo as preset 7)Brooklyn is inferior to Cleveland in every aspect but on broadside(Brooklyn fires a heavier broadside but Cleveland compensates with a faster RoF making the two fire the same amount of shells per minute) 7)Portland has some issues: she's pretty much an uparmored Northampton. Stronger, true, but overall not that different nor that relevant to stretch every other cruiser line.

The line we currently know officially is just the starting one, there will be at least another(the US has enough of them). Regarding the JP CVs we have some information on them but most of the info is old ^^ -

The US BBs were announced and we know the line, the JP CV line is another story(since we don't know officially how the line will look like). Most likely they'll get added during CBT. That ship looks like New Mexico but i may be wrong ^^ -

Aoba isn't bad. What makes her look bad is her counterpart Cleveland, even though WG leveled the field by nerfing Cleveland and buffing Aoba.

I haven't that book, i may search it though. Regarding the discussion it would have been ideal to have a 120 mm DP mount(which perhaps could have replaced the older mounts on the older DDs) but that didn't happen for whatever reason. The 135 mm still proved to be nice since it matched the same values in RoF with lower dispersion, heavier shells and so on. It came too late though to have a big impact since only Caio Duilio, Cavour(during the refit after Taranto), Capitani Romani and Medaglie d'Oro had/were supposed to have them while most DDs had either the 120/50 or the older 120/45.

Most nations can't make two parallel lines from II to X for both classes. Personally i think the class has to remain one but the two has to have separate lines as much as possible.

Cruisers are all together since splitting them in two classes doesn't make much sense. Battlecruisers may show up eventually but at the moment they are classified as battleships. The other classes won't get added because they are too small. As far as nations are concerned UK, Germany, France and Italy are confirmed while the rest doesn't have enough ships to stand alone.

There's more than a handful more AA guns on Sverdlov though. Regarding research i don't know how well the archives are kept but you have to consider WG has the Russian archives next door(compared to the British ones) and it could be easier for them to get access. Regarding the information itself they may be lucky and find detailed projects but who knows. -

Well historically wasn't bad, especially since they fitted a lot of AA by 1945. Ingame is kinda meh because the guns are quite inaccurate -

Battleships are fine since you can nuke cruisers with a broadside. Personally i haven't found anything bad on them(excluding Nagato which sucks hard) -
Would be odd to have Duca degli Abruzzi as premium, we could see Duca d'Aosta as Russian premium though.

I know its existence but it's like the Hawker Hurrican from the CAM ships(one way trip if there's no airbase in range). From that generation there's the modified Fiat G.50 with arresting hook and such

I think the Ro.43 is fine as scout plane, the problems start with the carrier based planes. I haven't started the hunt primarily because it's unclear if the Re.2001 will be able to act as fighter/bomber or not(ingame i mean) since there isn't that possibility(at least not yet).

Yeah historically it wasn't great but regarding naval aviation we lacked badly(more than in other parts)

Well the Ro.43 was a navalized version of the Ro.37 developed in the early'30s. Still it should be good enough as a scout as far as ingame is concerned.
