Roma has very minimal if not non existent differences. As of now it's unclear how different Tirpitz will be compared to Bismarck(or Warspite compared to QE), still I would rather have something more unique than a mere reskin if it's a ship to buy(gifts and mission rewards are another story but there isn't money involved). As far as smartest and easiest depends: there may be ships with a higher revenue potential(hard to say) but there are clearly much easier ships to model than Littorio due to their complicated armor scheme. The ideal high tier candidate is the BC 1930 project: smaller(215 m against 240.7 m of Roma), with less displacement(less than 27000 tons), the exact primary and secondary armament of Littorio, different tertiary armament(based on the old 100/47) and four torpedoes per side. She may not be a tier VIII candidate but "only" at tier VII, still a ship like that in that tier should be juicy enough.

L20 is more of a BB than a BC, unlike Scharnhorst. Then again we can just guess at this point in time. -

She's a candidate, not the only one. Could be also another option. Besides all the ships prior to her would need a similar fictional upgrade. I don't know if the Germans have enough BBs to make up another line(I'm not counting the BCs which should be covered) -

Bayern should be the tier VI and for tier VII depends if they go for a late WWI projects or for Scharnhorst. I guess we have to wait for more info on the line. -
As said above Campioni already decided to disengage at that point. Besides there was damage, although mostly superficial(after the engine compartment was cleared from the mess). Speed is a lot if the difference is massive and if it's backed by something else. Example: the O-class was fast but protection and firepower were seriously gimped(Italy had similar designs, some even armed with 16" guns, but protection was even worse). Granted when the speed differential is quite massive the faster ship dictates the terms but either you are a great sharp shooter and you can effectively hit the enemy from beyond his range or you have to close in and risk to take hits to the face you can't substain as well.

The hit was on a funnel which caused a fire, silly Brits doing HE spam . Joking aside it's not surprising: RN Giulio Cesare remained in a safe harbor until the Armistice and then she had quite a journey to reach Taranto but without any damage.

Arkansas is a premium though, her standard counterpart does have AA while having the same firepower at the end. It's plausible although would be ironic since the Soviets never bothered turning the turrets. I don't know about the torpedoes, still I'm sure WG has a way to find it out. Both fleets engaged from downtown for some time before going separate ways soon after. Afaik Punta Stilo has a lot of credit but nothing happened really. The hit was marginal though, RN Giulio Cesare was still in fighting conditions. She was repaired because Italy loves to keep its ships pretty, even if sometimes end up half finished(RN Impero I'm looking at you).

Sadly I don't know the extent of the changes after she was given to the Russian Navy(I know for they changed the AA). Still if they add her as Russian premium it wouldn't be that hard to reverse engineer the original(assuming the changes are just in the AA).

Sorry for the delay but my pc decided to stop working and I lost my spread sheets. It shouldn't take too long re-doing them but in the meantime I was spending my time working on the premiums. At the moment I need to elaborate properly the ideas I have and then, possibly, try to find one to propose to WG. I'm aware WG may say no but, considering what they did with Warspite, it's worth trying. My "plan" is to select one name per list(which I would change in the coming days) via a poll of some sorts. Of course the poll will be done after I completed the lists(of course feel free to make proposals yourselves).

Well speed should be taken into account only in case the other two main categories(firepower and protection) are more or less comparable. Overall the speed advantage of Conte di Cavour and Caio Duilio over the slower BBs shouldn't be a big deal since they would behave more or less like Kongo(and, as of now, the two BBs at tier V seem balanced although quite different from one another). Back to the subject all in all they should be decently balanced for tier V as far as the rebuilt form is concerned. For the original forms if placed at tier IV they would need some AA since they only got 3" guns and a couple of 40/39s prior the reconstructions. Still I gladly leave that job to WG when the time comes(eventually)

Well the secondary armament comes into play only if the target is close enough. Still the 13x12" is powerful but the protection isn't that great and the citadel may also be fairly big due to having the armament spread out all along the ship(maybe not to the extent of Wyoming thanks to the unique 3 2 3 2 3 layout but almost).

Kongo and Fuso changed but only 30/35% of the original Conte di Cavour and Giulio Cesare remained after the "refit" so they are pretty much a different ship from the previous WWI forms(same goes for their cousins of the Caio Duilio-class). I was still considering having the two in parallel. Granted the fact they are so similar is problematic but also an advantage: you could have two ships at the cost of one

Well they could use RN Conte di Cavour only for the hull upgrades. The A hull would be the original post refit with the 13.2/76 MGs, the B hull with the 20/65s instead of the previously mounted MGs and then the post Taranto rebuilt for C hull. RN Giulio Cesare as premium would have the pre-Armistice form so similar to B hull but with slightly more AA. Of course those are just guesses ^^

The tier II candidate is Garibaldi, at least in my opinion is better suited. Granted some of them have mixed caliber primary armament but there were ships with the same guns fore and aft. Moreover two of that class(Kasuga and Nisshin) were in line with Mikasa and the other battleships. One of them could be a premium, possibly Nisshin were a young Yamamoto served

Yep is the same ship. I was thinking to have RN Giulio Cesare as premium since her sister has enough material for upgrades by herself. Technicallt would be possible considering there are three Omahas, two of which prerty much identical(there would be differences in this particular case at least). Sadly is too early to say since who knows when something Italian proper shows up

Hopefully they'll release info on the lines SOONTM. By the way they said they will add four lines but mentioned only two plus saying they are considering candidates from UK&co. I wonder if UK will start off with two lines or the missing fourth will be something else. -
She's a tier V as said above. She is more comparable to Kongo: she is slower but with better protection and more guns(but smaller caliber). She could be a sort of hybrid between a proper BB and a proper BC(considering the current and potential tier V candidates)

True but people whine about Arkansas not having AA in her original form. That could be arranged when both sides are implemented. Of course in a much smaller scale for obvious reasons

That change isn't exactly a big deal: they removed a generation of dreads but that's about it. The WWII style is due to the fact the BBs need AA otherwise CVs would eat them alive. Moreover the original hulls are present, the WWII style is there in the upgrades.

Having fixed torpedo tubes with crappy range? Perhaps but then again it would be strange since a lot of ships which had them IRL they don't ingame. The WWI designs would more or less feel like the US but with differences, then again we shall see. They could almost make a WWI only BB line if they go for the battlecruisers so there isn't that problem.
