problem is the cleveland is so strong at t6... so it kinda feels pensa is bad. not to mention completely different playstyle. ppl slowly start learning cruisers arent just regular "fireships" and they get powerfull 8" guns that can tear down anything from tiny DD to mighty BB

pensa isnt really proper CA its more like CL with CA guns so you have to play it that way CA = heavy cruiser CL = light cruiser
