Most ships AA is rather mediocre unupgraded, so to have some degree of success by "just being close" you either have to be uncomfortably close to the escorted ship or have more or less dedicated AA setup, which usually limits anti surface performance. Also even my AA specced Iowa still can't fend off dedicated, well executed Essex bombing run when brand new, let alone when battered in HE. Lower tier planes goes down fast though, provided AA is still there.

More likely is license agreement doesn't allow WG to monetize on them directly. That way WG doesn't have to pay %income and can disable ships anytime they want, if agreement expires and/or is cancelled.

Bro, do you even WG? Or WG will add practice shells with have those 30-50mm penetration or so, which might be enough to penetrate superstructures and such. Or high penetration, low damage HE shells

IIRC in one of Q&A it was explained that HE shells act just like AP, except they ignore angle of impact and cause AoE, damaging secondaries/AA and roll fire chance. So if HE penetration shell is lower than armor thickness, it will do nothing except mentioned AA/secondaries/fire damage. With basic guideline for HE pen is 1/6 shell caliber, adjustable by WG in the end. HE 1/6 caliber penetration rule is only a guideline and in the end, value is tweaked by WG. For example, Cleveland 152mm shells deals 0 damage to 25mm bow/stern/superstructure on New Mexico, while 120mm shells from Błyskawica are more effective, as in number of 0dmg hits is lesser on NM. About Akizuki, guessing she would rely on AP penetration damage, just like Russians do - keep shelling broadside superstructures/bow/stern with AP.

So, Russian DDs are so overpowered they are used by only handful of people who can handle their gameplay, compared to dozens of Shimascrubs, who still outdamage "OP rashians". Oh and have fun contesting domination caps with russian destroyers, feel free to send postcard with numbers of cruisers/battleships firing at you, while you still don't see USN/IJN DD.

Without buffing Freedom 152 L/47 one way or another in terms of shell velocity/trajectory, (Super)Worcester will end up as tier 9/10 Atlantas - lots of noise, lots of firework, not so much performance. Especially as Worcester is only slightly smaller than Des Moines, so she won't have any spectacular agility nor concealment.

I'd add Radar to that list, not so much for extra charge but to shorten up 6min cooldown.

Rashian DD doesn't care about your fancy TV antennas, especially as invisifiring on these start well above radar ranges.

Paper designs aside, I'd say russian ships are all about putting the best guns available on really bad hulls - destroyers from Kiev onwards may have the speed, but they don't have concealment as side effect of their big, almost cruiser like size. Kirov carries impressive armament, mounted on big hull made from glass. Moskva have no concealment whatsoever and Zao/Des Moines can invisifire at her with impunity and torpedo evasion with such big ship not always might be sucessful. Well handled RU ships can be royal pain in the arse, in hand of average scrub... I don't think so.

"only" 20km range doesn't stop Amagi to keep up with Tirpitz and North Carolina performance. And many will brand Amagi as the best T8 BB

Well, Iowa is more of a 3XL cruiser than battleship, post 5.6 it will be even better AA escort for IJN battleships

Defensive Fire works only at one squadron at the time. Its still on cooldown, so bait scrubs to use that, pull off planes and wait 40s is too much skill to handle? Also as battle rages on, amount of AA doesn't increase on ships... HE battered BB is usually missing few barrels, also supposed 5.3 "ultimate AA kill on CVs" wasn't so lethal and if anything, CV became more common. Hell, even if CV skreb like me was able to get in, bomb Montana and bring most planes home, AA isn't that scary. As of 5.5 Iowa still can't protect itself from Essex bombing run, maybe post patch it will get better.

Or don't attempt to click on USN baBBies early game. These AA dakkas are dying left and right if you're HEsprayed by random cruiser of choice.

Go Steering on pretty much anything. Steering + Vigilance + TAS Upgrade and you can dodge torps all day long with NC. Not so much on Iowa, but definitely helps nonetheless.
