Well, changelog doesn't match actual test - 2nd slot upgrades for secondaries have only 5% bonus instead 20%, while 3rd slot (tier 9+) secondaries upgrade have 20% range and 15% accuracy on top of 25% extra rof.

Well, Iowa 3rd upgrade slot packs this I guess Izumo/Yamato pack the same upgrade too, which (presumably) stack with slot 2 upgrades for 25% range and 20% accuracy for secondaries, with AFT and Manual Control following Iowa/Monty with both upgrades and AFT have 9.5km range for secondaries, not bad...

I'd risk saying its random screw up, but then its WG, so you never know which part is working as intended, and which is a feature

Upgrades simply got "melded" - USN have main battery range, secondary range and accuracy (5% bugged too), while IJN have main battery accuracy, secondary range and accuracy. Just like they used to have before.

Personally I liked Tash much more than Kiev, despite atrocious turn radius and rudder time. 8km torps have way more utility than 4km ones, especially as plenty of players don't expect them from OP rashian derpstroyer

Considering RU derpstroyers from Kiev onwards have truly cruiser like manoeuvrability, its not rare to not avoid torp and or "drift" into one when doing high speed turn. And unlike average cruiser, single torpedo hit is enough for GG.

First, try to division - two or three people cooperating, especially with good ship selection can make a lot of difference. I guess Forumites chat channel can help you there mind capital "F", password "play4fun". Second, on domination maps (3 or 4 cap zones) just go for them if there is no enemy or its single ship you can handle. Single lowly DD can impact the game just by capping and make ridiculous amount of exp when doing so

And every cruiser longs for Concealment... which for tier 8+ RU DD allows launching torps unspotted, it also improves invisifiring range. Both are crucial in late game, when you're expected to carry your sorry team just because you were put with them.

Most "CV stronk" people are in Hiryus and to an extent, Rangers. So I guess AA statpadded Amagi should do the trick? Or Nagato for that matter. Usually Essex/Taiho and higher players tend to evade my AA escort battleships until I'm battered or going all out at me. -

For last two weeks tier 7 DDs. And while premium vehicles don't have stock grind issue, but they can and will be bought by inexperienced players because reasons (or its actually famous ship like Tirpitz or Błyskawica). Błyskawica also have noob captain issue, as you have no branch to level up your captain earlier. So question is, what is proportion between scrubs dragging stats down and people that have some knowledge how to. Which also can be the case for "underpowered" Sims In the end, Kiev and other RU DDs may statistically outperform USN/IJN counterparts, but they have way smaller "playerbase". Which implies they have the power, but aren't noob friendly

You mean premium DD, occasionally appearing in the shop already outpacing regular DD in terms of battles played, which is available for more than half year already? And keep in mind these are global stats including glorious "OP Kiev" moments. On more recent stats Błyskawica is clearly outperforming Kiev... and everything else.

Not so much underpowered (although post nerfs it can't hold a candle to Błyskawica), but not easy to play, which is trait of those "OP rashians soviet bias", also reflected by battles played count.
