Well, WG tries to be somewhat consistent when it comes to gun/shell "hard stats" across the tiers, which in turn prevent them from balancing lets say Orion by nerfing alpha/penetration/fire chance, thus they went with "soft stat" sigma spread, turret traverse would be an option, but it would less effective as a nerf. While WG went with two different shells for Nagato/Mutsu and Amagi/Ashitaka, with lower tiered premium twin having inferior AP ballistic properties, it had rather historical than balancing reasons, as both premiums are in prewar config unlike regular sister ships. -

French, German and Russian cruisers simply have range to breathe in BB heavy games. IJN can carry out stealth torping on tier 8 and 9 and they have plenty of metal fishes on board. Their speed is handy as well, if anything its tad disturbing for Mogami/Takao outrun dedicated torpedoboat like Kagero, while carrying comparable torpedo payload and then healthy amount of 203/155 guns -
You can always count number of scorched AA mounts with funnily bent barrels. And you can take quick glance on AA numbers under "H" too, you don't have to write bachelors thesis for that

Konigsberg isn't known for his armor, not many cruisers are. And even those can be crippled or instantly deleted as well. There is a reason why Iowa/Missouri are known as the best T9 cruisers in game Battleships being the most famous, having durability, firepower, even game economy favors them - they can deliver a lot of hurt in single salvo, but killing one usually takes a lot of effort, making battleships least desirable targets unless you can focus half of the team on one and/or stuff them full of torpedoes. And WG wonders why battleship overpopulation is a thing for two years by now -

Which is typical WG modus operandi - make "OP" stuff simply not fun to play. Besides, if you expect accuracy from a battleship, then you're up for disappointment to start with -

And why you would want to sell perfectly fine ships. Even if you loathe "anime stuff" you can untick their camos off and get normally looking IJN boats. Stuff some IJN captain on board and problem solved? Heck, even Arpeggio girls turn into normal IJN guys -

Free stuff to be obtained is free - Arpeggio boats, Yamato HSF camo. And these makes for nice mementos as well have some utility. -

AFT would be better pick when running Defensive Fire, as it extends AA range, handy for fleet protection. When running Hydro though I'd go for Manual AA. Considerable boost to AA dps, though more self defense oriented due to no panic and shortish range, 5.4km IIRC with AA range upgrade only

Its more tied to baguette and tea battleboats lacking HE protection than "worcester unfair plane". Des Moines is no less gentle against them

Neptune absolutely shits on DM in terms of large caliber as well, so either we're looking at total dps or hand picking some out of the arse values?

Except Worcester AA is mildly better to that of Des Moines, yet no one screams their lungs out about her AA. Also to make the most out of it you need Manual AA to turn already powerful AA into overdrive. Skill more than unlikely to be used, especially as you're already tight on skill points. DM: 91/335/43 Worc: 121/347/73 Mino: 118/315/61

So what Worcester have? 12 guns firing every 4.6s seconds. That gives us whooping +-153 rounds/min with regular HE or AP of 152mm caliber. Excellent AA mated with DFAA, Hydro, Radar and Heal. 2nd best concealment comparable to Zao. On other hand puny useless Minotaur have only 188 rounds per minute with superbuffed AP only. Merely 8 torpedoes with good firing angles per side, equal AA with no DFAA, the same Hydro, Smoke or Radar choice and lolheal. THE best concealment among cruisers of 8.9km, compared to 9.6km of Zao/Worcester. Both have equal potential for island (ab)use due to low velocity 152mm guns. When angled bow on, both are hilariously undergunned to 4 guns total, 2/5 or 1/3 of total firepower. Worc SCREAMS for IFHE to guns have any effect and then they will melt RN/FR battleboats... Something any other HE flinging T10 cruiser can do by default. If you want to have "OP AA" then you need to pick 3 tier 4 skills, then you're limited to only one tier 3 skill. So either SI or Demo goes out the window.

Best skills to run on leningrad/ru dd gunboat line?

For all out gunboats (Kiev, Tash, Udaloi, Khaba) I run PT, LS, SE, AFT, BFT, DE, SI in that order. Basically ditch the concealment for maximum dakka. Leningrad is awkward as captain trainer, as she benefits considerably from Concealment Expert and Expert Marksman is almost mandatory. While former is welcome on Ognevoi and Grozovoi, both live without EM just fine. EM is welcome on single mount 130mm destroyers (Podvoisky, Gnevny, Minsk), but twin mounts on Kiev/Tashkent are workable without. I have no experience about Podvoisky, but Gnevny is plain inferior to her sister ship in Chinese service. And why you would want to train captain of inferior twin of a ship you already own (Minsk)? -
All UK cruisers except Belfast and Emerald have improved penetration angles, up to 75 degrees if I recall correctly. USN 203mm shells have up to 68 degrees

I've been here, done that. Back in the day when I was active WoT player I was tutor of a sort in clan. From +- 60 players that statistically could use some help with understanding game mechanics only 5 were interested, 3 of which quit shortly with "I don't have time for this, I want to shoot things not listen about angling, overmatch or other fancy words" altitude.

No amount of tutorials will help with players who outright refuse to learn. And forced tutorials with sort of exam at the end will only make them quit hurting playerbase and WG income. Those who want to learn somehow can find their way to the forums novice section and ask genuine questions, as well watch/read some tutorials

For bonus points I'd add French hightier cruisers, with Sierra Mike and their Engine Boost active they can get around rather fast and have plenty of range to pretend they are 3XL russian destroyers -
Minotaur is indeed excellent T10 cruiser, but she is EMBODIMENT of high risk, high reward. Any mistake is likely to send you to the port instantly due to hilariously exposed citadel, of which you should get a taste in Neptune. For extra shock therapy Neptune have rather bad concealment, making her test of faith basically.
