Yep. Donskoi is the greatest benefactor of IFHE, as it enables her to damage 32mm and 38mm plating. Former being on every hightier battleboat, latter on USN hightier BB decks/amidships

Kirov. Base 30mm HE pen is enough to damage most BB platings, but with IFHE you open up Normandie, Lyon, Fuso, Konig and Bayern decks Skill wise, I'd go with SI for 10pointer Moskva guy. She isn't as much as HE spammer to justify getting Demo just yet. And I don't think Stalin/Kron outdo Moskva - Moskva already have issues with citadeling broadside cruisers at short range, while she packs double the rate of fire. 305mm only will overmatch Tea Kruzers, they might have penetration for long range BB citadels main belt penetration, but I can imagine those Stalinium Velocity Armor Piercing will have hard time sticking to cruisers

Moskva have no use of IFHE, on other hand you have entire line of IMO solid ships that live by IFHE. Depending on how you like T10 gameplay (or can afford it) you might keep 16lvl captain on midtier funboat and keep leveling him on Kutuzov, while Moskva get 10lvl captain. Its enough to get Concealment Expert and Priority Target, only truly mandatory skills in this game IMO

Well, you're kinda rushing through tiers and stats reflect that, not helped by playing mostly IJN destroyers. So credits shortage in this situation is pretty much working as intended -

Idea of unique upgrades I find interesting, but some are rather dubious choices. Also doesn't Midway upgrade basically turns T8 planes into proper T10 in terms of hp and speed? Also no way I'll trade rudder mod 3 for bit more dakka for Khaba

Budyonny, De Grasse and Nurnberg are workable, though they lack dpm and AA potential of a Cleveland.

Some people simply forget about their guns. Or forget to not pick long range gunfights with Freedom Dual Purpose Mortars. Regarding credits, tier 9 is THE most expensive, as T9 ship + modules (hull, guns etc) often cost more than actual T10 ship. Also T10 will make you bleed of credits unless you have premium acc AND you play them well. Other option is to fork out 5k doubloons for permanent premium camo, which gives considerable economy advantages. If you like Kagero, then look out for Harekaze should she ever return to the store. Interesting little Kagero class boat with 3 different gun setups to reflect her refits in anime. Standard IJN 127mm, 100mm type 98 and American 5in/54, though in single mounts making then effectively the worst option -
Would an HE-only cruiser be effective?

Light cruisers with IFHE already are HE only, as their AP against other cruisers is kinda situational - even russian railguns need to be kinda close to reliably citadel other cruisers. On other hand HE limited heavy cruisers would be straight up detrimental unless given some ridiculous gimmicks like 1/2 HE penetration or overbuffed shell damage -
Rather its tied to tier 9 being stuffed between tier 8 and 10, both of which house great ships to play with. Donskoi is bit of a shock after Chapayev, but she is alright. Same with Edinburgh->Neptune. Iowa can be considered a downgrade from nimble NoCal while offering no significant firepower, AA or armor upgrade, but that doesn't mean Iowa is bad. Just not as awesome as NC is tier lower. If anything I'd point Ibuki and Izumo to get some love. Former downgrades from awesome 15gun salvo and latter is well, Izumo. Needs more than one roll of duct tape to fix that

Takes massive HE damage from cruisers - I guess you haven't played battleboats with 32mm plating everywhere. Iowa class and Montana at least have reinforced amidships and deck, making only superstructure, bow and stern within cruiser HE reach (not counting German cruiser HE and those who use IFHE on CA) -
Donskoi guns are intermediate ones, thus they don't have oomph of a proper CA and they lack CL reload. You also lose comfy concealment of a Chapayev and with attention this very fast, but very not maneuvreable nor concealable cruiser gets, 17km range is uncomfortably low at times. But hey, she has 8km torps Moskva on other hand flip table, as she gets THE best cruiser guns (as of now) and reinforced amidship/deck let her shrug off all kinds of munitions sent her way. Her citadel is higher and longer than Minotaur, so if you're caught with empty vodka bottle, you're send straight to gulag. Not helped by fact Moskva gets concealment worse than actual BB.

Only ship actually worth skipping is Izumo, rest of the ships in line are at least solid ships to play with. Yamato is quite tricky ship, as she is only T10 battleship with exposed citadel, so major quackups will send you to the port quickly

I've saved and free exped Izumo, every attempt to play her on multiple test servers quickly made me go back to the Iowa. And that was back when Iowa class had raised citadel.

Bit late now, but I'd suggest this, rather balanced skill setup PT, AR, SI, CE, BoS, AFT, EM (alternatively JoaT or HA) That way you have nice balance between defense and offense IMO. BoS combined with DCSmod2 and signal flags cuts down fire duration almost by half, AFT and AA range upgrade complements your AA to "not want to strike" levels while maxed out concealment lets you pull off some as well to disengage when things get too uncomfortable and recover in time with extra heal.

To be honest you don't need a lot of penetration to pierce 25mm/32mm plating for those penetration hits. If you were to go citadel hunting on thinner skinned cruisers, then German 128mm is uncomfortably inadequate though

Now some quick maffs time, should you buy all cruisers scheduled for changes to sell them later: Cleveland 20% discount: 2,360,000 Pensacola 20% discount: 4,456,000 New Orlean 10% discount: 8,010,000 Baltimore 10% discount: 12,240,000 That is 27,066,000 credits invested NOW. Once patch hits, players will/should be reimbursed as follows: T9 Baltimore gets replaced by Buffallo, player gets T8 Balti (reimbursed with 8,900,000cr) T8 NO gets replaced by Balti, player gets T7 NO (reimbursed with 5,577,000cr) T7 Pepsi gets replaced by NO, player gets T6 Pepsi (reimbursed with 2,950,000cr) Cleve gets replaced by Pepsi, player get T8 Cleve in another branch That should be 17,427,000 credits from ship doubles + port slots + captains. Now from selling tier 6 to 9 on regular price should net additional 15,513,500 credits, 32,940,500 total. Net gain of 5,874,500 credits

All nice and dandy, except to get "such faboulous rewards" you need to login and play daily. While someone who quit for half a year, playing somewhere else gets something typical player HAVE TO open wallet, unless you're touched by S_O himself and get hightier premium from supercrate, should you find one.

9% fire chance because IFHE, 4.5% because firing at tier 10. If you intend to keep that AA at "lol" level you need then AFT/Manual AA. Combined with CE you're already at 18 points, so you have only one Tier 3 skill to pick. Either Demo to offset IFHE penalty or SI to get more gimmicks
