My only issue I can think of about Indy is her 100% clone gameplay of USN heavy cruiser. Which is very consistent with silver line both captain and gameplay wise but not the most thrilling. Atlanta is more enjoyable, but she kinda needs dedicated captain, or at least your top notch CA captain needs to have CE and AFT.

Cleveland can butcher other cruisers and 32mm plated BBs with IFHE, 12 gun salvos every 6s can be considerable threat at short to medium distances, while Cleve can be angled enough to shrug off most AP shells sans UK CL and USN CA ones.

Less situational, compared to Cleve you can actually use guns at 15km mark, AA is brutal and her overbuffed reload on SHS certainly leaves mark on cruisers. 27mm plating is handy with proliferation of 380mm armed battleboats

IFHE all it enables for 127-130mm armed boats is to damage up to 27mm plating. So you can dent cruisers, but battleships are still invulnerable, even more so as you're sacrificing some of the fire chance. Midtier destroyers would be better pick for IFHE due to wider target selection. On other hand 150mm armed Gaede and Z-23 benefit considerably from IFHE, as they can dent 32mm plating.
