Go around and charge them up the bumhole That way you have more time for aiming. If he/she/it/whatever changes course to evade you - it will prolong chase after you and even then you're probably going to land few rockets

Thats CV rework, something you can consider "balanced" at tier 10. And tier 10 only, unless you have "top tier MM" button handy

Its obvious they play Excel instead World of Warships. Also WG over the years perfected "balancing" by making tanks, planes or boats not balanced, but not fun to play in the extreme. After all, if X was overperforming, was nerfed in fun department so no one plays and stats are low, then it must be balans camrade

Those cruisers who are outspotted by BBs are on average armored enough to shrug off BB sized munitions.

Last time I've checked Kita and Hara weren't in Russian tech tree. Dem ruskies looting everything. And they are pretty much gunboats with VERY long loading torps. You don't bring them to play sneeki breeki torpedobote.

Here is your primary error - torpedoes on RU "destroyers" are mostly noob trap, as they are gunboats through and through. Only "torpedo boat" in entire RU DD tree is Ognevoi, while Grozovoi is gun oriented hybrid.

AP bombs in general needs some practice when it comes to applying citadels. But I agree they are extra useless against DDs. US Dive Bombers always were IMO prime main damage dealers, even more so on Lady Lex and Midway which (finally) gets some actual amount of bombs to make up for RNGesus disapproval

Which is still extra dumb. Imagine DD being outspotted by cruisers, and not by gimmick button lasting 20-40s but permanently. With continuous unavoidable dps sprinked on top of that.

Bottom tier boats are going to be prime target to everyone because ez dmg. "Harass DD", provided you find brave soul to leave AA cover and then there is the question if you're trying to attack Gearing with Shokek, which may or may not be successful. "Provide spotting" since 3rd hotfix you can spot only BBs safely, as most DDs now have <3km aerial spot, while cruisers have longer AA range than air detection. And even if you find that singled out, low AA battleboat, planing out attack run and exit strategy. You perform flawless torpedo/dive bomber run, do damage. Then another. Then 3rd one. And you find out none of the planes returned, as they get buttfluffed on their way home as side effect of "F spam fix". And even "low AA" Yamato is actually very good at farming even T10 planes on their way home due to potent short range AA.

Which will be success in balancing by utter waste of time and resources, as old RTS CV were already a rarity. And as I browse though the game now, most cruisers have better air concealment than AA range. So DD vs Radartaur/Wooster story once again -
Will the rework fail? I can't see the end of the tunnel right now.

30s radar on Moskva was underperforming, so we've buffed it to 36s. We can't have peasantbotes running away from Camrade Moskva

Concealment mostly to make that floating city block of a Midway disappear at 12.5km, handy when you're not afraid to get closer and then flank collapses Also 8.1km detection somewhat cut downs reaction time, though for surprise TB runs you're better with IJN still. TiTs I find somehow more reliable both against DDs IF you give enough time to zero in and they can dent pretty much anything with their 68mm HE pen, they are also better firestarters than HVARs. Dive bombers are your bread and butter, even more so since 0.8.0.3 which comes tomorrow and neuters Midway torpedo bombers

As I tinker with calculator, flat 20% aerial spot buff makes most cruisers impossible to spot without bumping into AA. I guess CN is valid option

Then you have 3rd hotfix coming tommorow, which cuts down aerial detection. Which means you can't outspot Minotaur and Wooster, even with IJN stealth specced TB (5.9km aerial detection if I can into math) No tactic will help you with short range AA chewing up planes on their way home. If anything, ships without short range are sort of prefered targets, as they don't have short range to hurt returning planes. Applies to stationary ships tho
