WG usually announces ships when they are mostly ready. Initial version might have been tier 10, but I guess someone at WG realized they would have to make reload <1s to make torpless DD viable at tier 10 with already substantial amount of gimmicks.

Also Belfast and Kutuzov, both museum ships and yet unavailable Subs IIRC from gameplay reveal were vulnerable to HE at periscope depth, submerging also wasn't instantenous. Also you bleed oxygen in all states except fully surfaced and it recovers much slower than you consume it. Only saving factor would be <2km air spot of theirs.

Mutsu still uses old "stock" AP shells, which have less penetration than Fuso 356mm.
