If Z-39 would be as good as you portray her, she would be tad more common instead seeing one once every 100 battles. And I've always assumed players here are speschul, thus may or may not have speschul needs and requirements -

More like "high skill floor", as you need to know what you're doing to get anything worthwhile from the ship, tank or what have you. High skill ceiling would mean massive potential for the most skilled players. Example - Minotaur, high skill floor and high skill ceiling. Dies fast when caught with pants down, but impact that AP monster can have is not to be underestimated. And last time I've checked, most players play for fun. And trying to sink a ship with manual drill may or may not fit into definition of "fun" for main audience -

Just because some players would make rowboat and manual drill "work", doesn't mean its fun or effective for "most players". Same you can say about Le Fanta. Objectively its questionable ship - shitty concealment, lackluster gun dpm relying entirely on MBRB gimmick, no "oh " button in shape of smoke or heal, while captain needs all the skill points to get the most out of the ship. -

Z-39 "compensates" decent concealment with flat out atrocious gun damage output. Z-23 is beaten only by Akizuki when it comes to hp, while gun dpm is "merely comparable" to worst offenders on her tier, that is Kagero and Le Fanta instead being flat out on the bottom. For touching up tier 7 cruisers 128mm guns are just fine, you don't need 15cm. No matter how you look at it, both are either [edited] at worst or "acquired taste" at best. -
No. You have 21mm base HE pen, more than enough to touch all the superstructures as well "reinforced" 21mm hulls on Brit CV and Graf Zeppelin. Only point of picking IFHE is when you somehow just keep bumping into tier 9 and below cruisers without 30mm amidship. As usual firestarter + broadside brutalizer with AP, IFHE changes have no effect on her whatsoever.

IFHE currently enables her to do direct damage ONLY to T10 cruiser bow and stern, as 30mm amidship is out of reach. Assuming changes would go through as is (25% HE pen increase instead 30% and halved fire chance), you lose nothing in terms of HE penetration, as 27mm breakpoint is still in place, but you lose half of the fire chance instead usual 1%.

Z39 not only have one barrel less, but also 7.5s reload compared to Z-23's 6.7s. 6.1km concealment is in line with Gadjah Mada, 200m better than Jervis and 400m worse than Haida, all of which outguns Z39 considerably. Heck, Akatsuki and Shiratsuyu outguns her, with latter having 300m concealment advantage to boot. Even AP dpm looks bleak. Z-23 can be gimmicked with IFHE, which both gives her 32mm HE pen and makes sense due to being notoriously uptiered due to tier 8 reasons. On tier 7, IFHE is significantly more questionable pick. -

Happy for bringing better argument. And I've never claimed Mogador/Kleber are all fine and dandy, they are almost old Khabarovsk reincarnate. Almost, as they trade sustained gun dpm for rather game winning burst with MBRB when applied correctly. The best part is, I don't think you can nerf these ships without completely breaking them. MBRB removal? Then you have worse Tashkent/Khaba. Range nerf? Affects only long range firestarting, doesn't change burst damage output. Maneuverability nerf? They already are clumsy and easy-ish to hit by either CV or ship with railguns... and there is no shortage of those on hightiers. Gun reload nerf? Mild one doesn't change anything, severe one breaks the ship, keep in mind Kleber base gun dpm already is comparable to that of... Shimakaze, while Mogador is below that. Torpedo nerf? They are useful, just like 10km ones were on Khaba - handy, but definitely not primary armament. Turret traverse is already [edited]and even with EM they struggle keeping them on target. -

There is difference between game impact and game economy. You can have feature that gives you absolutely no benefit whatsoever, while at the same time can tip the game in your favor, like laying smoke for half of your team, so they can pew pew at red ones unmolested -

All of them are I'd say ambushers and cap assistants, capable of shreking stuff with MBRB. From Fanta onwards you get ballistics to actually hit stuff at max range even with AFT, though Fanta suffers gun reload downgrade, to the point Kagero have better gun dpm when out of MBRB gimmicks. Mogador/Kleber pack hefty alpha strike due to 8gun broadside, coupled with MBRB they can shrek stuff extra hard, including broadside crusiers as long barreled 139mm have arbitrarily improved AP pen to be in line with 152mm guns -

So, DD line traded usual DD tools for improved AP pen (which is in line with average 152mm... which isn't much to start with) and MBRB to not be rendered obsolete on day one compared to Russian equivalents and its suddenly "French Bias"... BTW, at 5km most DD guns WILL penetrate 100mm plating used on like 90% of cruisers in game -
WG went with "souls" approach, where new players get smacked in the face with old fish as part of their "welcoming gift". That and spreadshiet have to show CV REEEwork is a success in terms of active CV players otherwise heads will roll. So better do so on tiers barely anyone plays, as if WG resorted to bribing existing players with live money to bring new players, then you know you've saturated your niche market
