AFAIK there aren't even paper ships, as IJN to my knowledge completely ceased CL development after "CL" Mogami and Agano class. They don't even have prototype gun/turret to build ship around, like WG did with Roon and Hindenburg

We have already Agano class cruiser at tier 5 and its hardly thrilling ship. Agano, as well scout cruisers like Nagara or Sendai would require supersonic tier buffs to make them workable at would-be tier 5-6-7 to justify Mogami CL at tier 8. If anything, these two scouts would arrive as low/mid tier premium cruisers OR hightier "DD". Bonus points for weeb

Ibuki as is, Zao as is. And then Zao but with normal IJN CA guns as tier 9 Freemium

Angle needed for 30mm plating to arm +-305mm AP fuse is already well into ricochet angle territory (need at least 53 degrees, so you're rolling the dice with +-50% chance of ricochet with normal ricochet angles). 16mm on other hand can be overmatched, which possibly can actually arm and detonate shells when actually angling
