IFHE bumps HE pen to 28mm, so you can damage cruisers at best. And even then, most T10 cruisers have 30mm amidship and deck, so you're back to square one. Even more so against BBs with 32mm plating or thicker.

It would require some extraordinary amount of balans to compete with 12gunned CLs. Guessing 5s reload/12 rounds per min, to keep shell output in line with Chapayev/Kutuzov. Probably more, you can't have russian premium ship merely comparable to existing ships T9 Freemium MLK 9x152 when gotta milk the same hull to the fullest

Smol isn't necessarily OP, just broken on design level, "balanced" entirely around RNG based damage (fires), which can lead to ez 150k dmg by 10min mark or can lead to 500+ hits and fires 404 not found. Though she can be devastating against destroyers and broadside targets within reach of AP. She is also countered HARD by Minotaur or DM.

Balanced ships don't sell well. Meanwhile playerbase: "selling OP premiums is bad, therefore hold my wallet, I want slice of balans myself"

That seems to be the gist of it. Where WG haven't decided yet is whether you will get tech tree replacements for free. So in worst case scenario, you will have to regrind tier 5 and 10 ships again.

Point of CLs? With IFHE, they kinda render heavy cruisers obsolete unless CA in question have some serious redeeming features. Without, they are firestarting afterthought at best And I wouldn't call Wooster an improvement over Seattle, which in turn is downgrade over Cleveland and Helena
