TTM+Torp Acceleration, two torpedo speed buffs. And as of now, fastest torps would be on upcoming EU destroyers, up to 95kts in T9 and T10 case. -

From economy standpoint, only tier 10 perma camos have meaningful impact. On lower tiers, its just vanity item. There are no "hidden" modifiers when it comes to camouflages or signals. -

When it comes to gunnery, only RNG you have is dispersion and ricochet chance when interacting with moderately angled armor. Shell penetration is "fixed" and follows penetration curve. Shell damage is affected by ship section and damage saturation. Torpedo damage calculation is somewhat complex, but it accounts for ship section hp and torpedo damage reduction from torpedo belts, when applicable. -
With Ctrl key you unlock cursor, with, among other things, you literally click onto enemy ships for secondaries to fire at, with "Manual Secondaries" cpt skill. Its up to you to make sure selected ship is within secondary range and firing arc, otherwise they will remain silent. And only "secondary" ship that can be considered an actual threat to overhorny destroyers would be USN "premium secondary line" of Massachusetts, Georgia and Ohio. As well premium German CV Graf Zeppelin. On other ships, even German BBs, secondaries are too inaccurate and overall ineffective as "deterrent" against destroyers. And then you need DD that is spotted and within secondary gun range to begin with. And if DD is within secondary range, it also mean you're probably within torpedo range as well. Only case where secondary oriented build is consistently effective is tier 7 BB in Narai Operation... Operation that was just removed from game

In WoT, you have RNG regarding shell damage. In WoWs, you have no RNG for shell damage, just multipliers based on hit ship section. And whether you display 3000 shell dmg for citadel, 1000 for pen and 300 for overpen, or 300 base damage, 1000 for pen or 3000 for citadel, it matters little in the end. Those multipliers could be easily visible in game stat sheet tho, without need for external sources. -

500k, as I've bought torp speed upgrade for testing. Otherwise made about 13m from selling AAmod1 + whatever reimbursement was for removed upgrades. -
IFHE doesn't give enough penetration boost to start racking up citadel hits, not on CL guns. IFHE and armor changes as they were announced throws under the bus tier 6 and 7 cruisers for two reasons: -you still need IFHE to deal direct damage to tier 6-7 battleships and tier 8-9 cruisers, as they get 26mm and 27mm plating respectively -you lose ability to damage 32mm plating, while still suffering -50% fire chance penalty WG attempted to make IFHE "optional" instead "mandatory", but failed at it while removing fun from two tiers worth of CLs. You can read yourself on devblog section did I mention changes make one convoluted mess while achieving nothing in practice? Precisely so "hooked up but frustrated" player throw wallet at the screen to get some fun and engaging for himself

Secondaries are 90% of the cases not worth investing into unless you consistently throw yourself at nearest enemy with "noob team" coming shortly after in chat. Can they be fun? Yes. Are secondaries reliable and viable source of damage? Not really.

While hightier RU cruisers have questionable camo (14.1km in Moskva case), I'd still stick to maxing out camo and get Surveillance Radar mod from Armory for coal, giving bigger radar buff without compromising camo. For upcoming new Russian cruisers, camo will be even more vital as max camo build will allow them to stealth radar, or at least have detection range equal to radar range. -

Technically yes. But as Manual AA rework has shown us, WG is willing to make free respec opt-in, with button hidden well into lengthy article. So anyone who weren't willing to go through dozen pages of random patch junk, could and probably missed that option and was left with skill working not quite as they used to know.

Disadvantage, if you consider lower tier Richelieu have the same amount of dakka, faster reload and better sigma. That 3rd turret is only "improvement" over Richy and its usage comes with substantial survivability cost.

This. There is no gold pot at the end of grind rainbow towards T10, but there are increasingly unforgiving maintenance costs.
